Council Minutes of 06-15-2010 <br /> <br />type of commercial setting. The Building Dept. noted that a few landscape items <br />needed to be addressed in order for the site to comply with previously approved <br />plans. The applicant will ensure that the landscaping meets all city requirements. <br />Councilwoman Jones recommended approval of the conditional use permit. The <br />motion was seconded by Councilman Barker and it passed 2-0. <br />Councilwoman Jones made a motion to approve the conditional use permit for CMS 10- <br />14 Welcome House located at 27200 Lorain Road. The motion was seconded by <br />Councilman Barker and passed unanimously. CMS 10-14 Welcome House conditional <br />use permit approved. <br />Councilwoman Williamson, Chairwoman of the Intra-Governmental Relations <br />Committee: <br />The issue of Council representation on the Community Development Block Grant <br />Citizens Advisory Committee has been discussed. Mayor Kennedy was Council's <br />representative while he served as President of Council. The remainder of his term <br />through 2011 must be filled. She recommended Duane Limpert. <br />Councilwoman Williamson made a motion to appoint Duane Limpert to the Community <br />Development Block Grant Citizens Advisory Committee as Council's representative. <br />The motion was seconded by Councilman Kearney and passed unanimously. Duane <br />Limpert appointed to the CDBG Citizens Advisory Committee. <br />AUDIENCE PARTICIPATION <br />Harvey Fisher, 23875 David Drive, Units 106 & 205 (resides 28962 Detroit Road <br />Westlake) said he was disappointed but not surprised to find the Northwoods balcony <br />project passed final inspection May 28. He was told the final approval would not happen <br />until he received a written reply to the February 11 letter he wrote about 27 code <br />violations on his balcony. Twenty-six code violations are common to most of the other <br />repaired balconies. The reply from the Building Dept. never arrived but the final <br />inspection did. Sometime between May 24 and May 27, they did take care of one of the <br />27 issues. On May 29, he received a letter from the Building Dept., but there was no <br />mention of the February 11 letter or any answers to the 27 questions. There are way too <br />many unanswered questions about deviations from the plan, project manual, Code and <br />Manufacturer's instructions. The Building Dept. has not provided any answers to many <br />construction problems at Northwoods. How strong is the rotten, moldy and deteriorated <br />wood that is 45 years old? There are no test reports on file. The plan called for metal <br />joist hangers on all four joists; that's in the blueprint where they attach to the outer beam. <br />The two most important joist connections did not get a metal connector. Why wasn't the <br />mold tested to see if it was dangerous? There are no test reports on file. The architect of <br />record stated that Simpson Strong Tie specified the nails for the project. They did not get <br />these nails. They got smaller nails. There are no change orders. Nobody wants to <br />answer that question. The same metal connector that gets the field cut nails down to <br />6 <br />
