,~" <br />Council Minutes of OS-OS-2010 <br />Finance Director Copfer: <br />• No report. <br />Mayor Kennedy thanked all of the people that worked on Issue 34, the Council that <br />supported it and the voters that voted for it. <br />Councilman Barker, Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, April 27, 2010 at 7:00 p.m. Present were <br />Committee members Barker, Kearney and Jones; Council members Brossard, Mahoney, <br />Orlowski, and Williamson; Council President Limpert; Mayor Kennedy; Law Director <br />Gareau. <br />• Resolution 2010-45 is an Ordinance amending Section 111.01 of the <br />Administrative Code for the purposes of exempting advertising contracts from its <br />application and to grant authority to the Mayor or his designee to issue park <br />concession permits. This gives the Mayor the ability to sell advertising space at <br />the Recreation Center and parks throughout the city. The money will be used for <br />improvements at the Rec Center and parks. Concerned people from the Rec <br />Center asked if significant money is raised, will less money be budgeted for the <br />Rec Dept. The answer was no. A motion was made to recommend approval by <br />Councilman Barker. The motion was seconded by Councilman Kearney, and the <br />vote was 3-0 for approval. The meeting was adjourned at 7:52 p.m. <br />Councilwoman Jones, Chairwoman of the Building, Zoning and Development <br />Committee: <br />The BZD Committee met on Tuesday, April 27, 2010 at 6:30 p.m. Present were <br />Committee members Jones, Mahoney and Barker; Council members Kearney, Orlowski <br />and Williamson; Council President Limpert; Mayor Kennedy; Planning Director Wenger; <br />Law Director Gareau; representatives from Westfield Great Northern and Elevate North <br />Congregation; and guests. <br />• The committee met to discuss CMS 10-06, a conditional use permit for Elevate <br />North - a church to locate in Great Northern Mall. The proposal before Council <br />was for atwo-year permit to operate a church which would open earlier than the <br />mail posted hours on Sundays at 9 a.m. It would offer two services on that day <br />from 10 a.m. to 11:45 a.m. Council members asked questions to learn more about <br />the current proposal and the mall's long-term plan to relocate the food court to a <br />different section of the mall and use the current food court space for another use. <br />The representative from the mall said there is no change to the long-term plan. <br />The representative from Elevate North said their group has looked into free <br />standing buildings within the city, but found the leases to be too expensive.
