y ~ _ ~.. <br />F_. <br />Council Minutes of OS-OS-2010 <br />by Lisa Thomas if they continue to complain about their problems at Northwoods, the <br />city might finally approve the project and cite them for all the construction problems and <br />the owners would have to pay for these. Dale Mitchell provided documentation at this <br />meeting that showed that the balconies are stronger than they need to be. The problem <br />was that the residents at Northwoods do not have the hanger that was in Mitchell's <br />documentation. The other one was the hanger but it was secured with a 1 3/8 inch nail <br />instead of a 3 %2 inch nail and it was secured with Tapcon screws. The screws were never <br />properly installed and they weren't Tapcon screws; they were a knockoff. According to <br />the engineering report, the anchors are supposed to be used to support non-structural <br />elements. This is made to go into structural hangers are not to be used for structural <br />ledger boards that they don't have. So they're using something that is not even <br />recommended along with the short nails. Fisher said he did not get a response to 27 <br />questions he submitted in February that pertained to the codes and safety at North <br />Woods. He only received answers to 5 questions last week from the Building Dept. <br />regarding items they were going to address. What they have is a plywood product <br />installed improperly. They violate the Deck Tech product that's on top 21 times. There <br />is no warranty on Deck Tech because of this. Mayor Kennedy said he spoke with some <br />of the residents before the meeting. The city has to deal with the Building Code. If there <br />are Building Code violations, they will be on top of it. They are setting a time for final <br />inspection, which will come from the Building Dept. and the architect. <br />LEGISLATION <br />Ordinance 2010-45 introduced by Mayor Kennedy on behalf of himself and the entire <br />City Council was given its second reading. An Ordinance amending Section 111.01 of <br />the Administrative Code for the purposes of exempting advertising contracts from its <br />application and to grant authority to the Mayor or his designee to issue park concession <br />permits. <br />Ordinance 2010-48 introduced by Councilwoman Williamson and Councilman Orlowski <br />was given its second reading. An Ordinance amending the Traffic Control File of the <br />City of North Olmsted to provide for prohibiting the standing or parking of motor <br />vehicles on the south side of Palm Drive and Birch Lane (from 24163 Palm Drive <br />through 23967 Birch Lane) between the hours of 8:30 - 9:30 a.m. and 3:15 - 4:15 p.m., <br />and declaring an emergency, as amended. <br />Resolution 2010-49 introduced by Mayor Kennedy was given its second reading. A <br />Resolution authorizing the Mayor, on behalf of the City of North Olmsted, to enter into <br />an agreement with the Board of Cuyahoga County Commissioners for cooperation and <br />financial assistance with the full depth recycle and overlay of Columbia Road (CR-290) <br />from Butternut Ridge Road to Lorain Road. <br />Ordinance 2010-53 introduced by Councilman Orlowski was given its second reading. <br />An Ordinance amending Section 947.01 of the North Olmsted Codified Ordinances in <br />8 <br />.~~..,~, <br />
