Council Minutes of OS-OS-2010 <br /> <br />Secretary of State records to see if the entity still exists. As of that afternoon, <br />their articles were canceled. So there's a potential issue with no address, and the <br />second issue is that the corporation that seeks to transfer it doesn't exist with <br />respect to the Secretary of State. <br />Councilman Brossard, Chairman of the Streets and Transportation Committee: <br />The Streets and Transportation Committee met Wednesday, May 5, 2010 at 7:15 p.m. <br />Present were committee members Brossard, Orlowski and Williamson; Council President <br />Limpert; Council members Barker, Jones, Mahoney and Orlowski; Safety Director <br />Ritenauer. <br />• Resolution 2010-49 is a Resolution authorizing the Mayor, on behalf of the City <br />of North Olmsted, to enter into an agreement with the Board of Cuyahoga County <br />Commissioners for cooperation and financial assistance with the full depth <br />recycle and overlay of Columbia Road (CR-290) from Butternut Ridge Road to <br />Lorain Road. The City Engineer had asked the Cuyahoga County Engineering <br />Dept. to apply to NOACA for funding for this project. If the city receives the <br />grant, 80% of that project will be funded federally - 10% by the County and 10% <br />by the city of North Olmsted. The city's portion would be about $225,000. <br />Traditionally the planning and specs of the project would be 40% (city's share) or <br />$60,000. The total cost to the city of North Olmsted would be estimated at <br />$285,000. If the city gets the project, the city will either borrow or dedicate city <br />street funds for the project. Councilman Orlowski expressed some concerns about <br />storm water drainage, traffic build-up from Brookpark Road to Country Club <br />Blvd. and from Palm Drive to Lorain Road. Councilman Barker asked if this <br />proposal included any specifications for new curbs. Safety Director Ritenauer <br />didn't believe so at this time but that did not preclude the city from pursuing <br />assistance. President Limpert stated that this is a much needed project. <br />Councilman Brossard made a motion to recommend approval. The motion was <br />seconded by Councilwoman Williamson and it was approved 3-0. The meeting <br />concluded at 7:28 p.m. <br />AUDIENCE PARTICIPATION <br />Harvey Fisher, 23875 Northwoods Condominiums Unit 106 & 205 (resides at 28962 <br />Detroit Road, Westlake) said he spoke to the city of Westlake's Arborist. One of the <br />arborist's duties is to inspect dead or rotten tree limbs/wood that can be a safety hazard. <br />Fisher had the same conversation with North Olmsted's arborist. Why would there be an <br />acceptance of the Building Dept. to use 45-year old rotten, deteriorated wood? Fisher <br />also spoke with the Cuyahoga County Treasurer's Office Senior Appraisal Analyst. <br />Fisher asked him how his property values are affected by code violations that go <br />uncorrected. The County said anyone that is impacted should fill out the appropriate <br />form in January and they will review the request for the tax reduction. At the end of <br />Fisher's Apri16 meeting with the city, the three condo owners that were present were told <br />7 <br />
