Council Minutes of OS-OS-2010

• Ordinance 2010-48 is an Ordinance amending the Traffic Control File of the City
of North Olmsted to provide for prohibiting the standing or parking of motor
vehicles on the south side of Palm Drive and Birch Lane (from 24163 Palm Drive
through 23967 Birch Lane) between the hours of 8:30 - 9:30 a.m. and 3:15 - 4:15
p.m., and declaring an emergency. There is a problem with congestion and
parking in front of Birch School. This legislation will help alleviate that. The
original Ordinance title included the term "week days" and it was suggested that
this should be changed to "school days". Councilman Mahoney made a motion to
recommend approval with the amendment, and it was approved 3-0.
Councilman Mahoney made a motion to amend the Ordinance reflecting the change from
"week days" to "school days". The purpose, as explained in 947(e) is to prohibit the
use of heavy loaded vehicles, as defined by the Code, in certain areas of the park.
This will also regulate and properly supervise cooking fires which shall only
occur in permanent cooking amenities installed within the park of the city.
Lastly, no person should throw, shoot, propel a missile, pellet, stone or similar
object within the public parks. Councilman Mahoney made a motion to
recommend approval. The motion was seconded by Councilwoman Williamson,
and it was approved 3-0.
The Public Safety, Health and Welfare Committee met Wednesday, May 5, 2010 at 7:15
p.m. to discuss two liquor permits.
• The first liquor permit was for Osaka II LLC located at 25102 Brookpark Road.
This is a new liquor permit. Lt. Ronald Cox did the background investigation on
behalf of the North Olmsted Police Dept., and he found no problems or issues
with this establishment and the new liquor license. The committee voted 2-0 to
not object.
Councilman Mahoney made a motion to not object to a new liquor permit for Osaka II
LLC located at 25102 Brookpark Road. The motion was seconded by Councilwoman
Williamson and passed unanimously. Liquor permit for Osaka II approved.
• The second liquor permit was for Gary Von Agency, Inc. dba Glitz located at
25700 Lorain Road first floor and basement. This particular application has some
issues. There is no such address in North Olmsted, and there was an
establishment called Glitz back in 1994 that had some liquor law violations.
Councilman Mahoney made a motion to hold this liquor permit application in
committee. The motion was seconded by Councilwoman Williamson and the
vote was 2-0 to hold in committee.
