Council Minutes of 04-06-2010 <br />otherwise re-state the compensation rate ranges for various administrative and <br />legislative personnel for the year 2010, and declaring an emergency. In order to <br />implement cost savings for the non-bargaining city employees, it is necessary to <br />change benefit language in Sections 19 and 20. Under holidays and personal <br />days, the changes will remain in effect from January 1, 2010 through December <br />31, 2010 and expire January 1, 2011. The prohibition of vacation sell back shall <br />remain in effect for the period of April 17, 2010 through December 31, 2011 and <br />expire January 1, 2012. All employees are not getting paid for five holidays and <br />seven furlough days. There was also a discussion about how the employees can <br />use their furlough days. Councilman Barker made a motion to recommend <br />approval with suspension. The motion was seconded by Councilman Kearney <br />and was approved 3-0. The meeting adjourned at 7:53 p.m. <br />Councilman Barker requested a moment of personal privilege. He announced that <br />Clague Road will be closed for 250 days starting Monday, April 9 because it's going to <br />be widened from Detroit Road to Center Ridge Road. Southbound lanes will be open for <br />local access only. <br />Councilwoman Jones, Chairwoman of the Building, Zoning and Development <br />Committee: <br />The BZD Committee met on Tuesday, March 23, 2010 at 7:00 p.m. Present were <br />Committee members Jones and Barker; Council members Brossard, Kearney, Orlowski <br />and Williamson; Council President Limpert; Mayor Kennedy; Planning Director Wenger; <br />representatives from Dunkin' Donuts and Fairview Corporate center and guests. <br />• First on the agenda was CMS 10-05, Dunkin' Donuts at 26963 Lorain Road. This <br />proposal consists of a building renovation and site improvements. The building <br />changes included new exterior facade on all sides of the building and a new entry <br />vestibule. Building materials will include existing split face block, new brick, <br />EIFS parapet, fabric awnings and gooseneck light fixtures. The new vestibule <br />will improve the building's customer accessibility. The colors chosen are earth <br />tones with the exception of the orange awnings which will have no signage. The <br />lower elevation will be entirely brick, the majority of the building brick, and <br />cement board. The dumpster enclosure will have new wooden gates. <br />Landscaping will be improved throughout the site with enhanced screening of the <br />rear service area. The parking layout will be modified to make better use of the <br />small site and no parking will be lost. The pavement will be reconditioned where <br />necessary. Brick pavers will be installed in the right of way. No site lighting is <br />proposed. Variances were obtained for two wall signs too close together and for <br />the ground sign located within the required setback from the right-of--way. The <br />BZA had previously granted a number of variances for signage during prior <br />development approval. And, the ballards will be removed for the monument sign. <br />Councilwoman Jones made a motion to recommend approval of Dunkin' Donuts <br />at 26963 Lorain Road subject to the conditions put forth by the Boards and <br />Commissions. Councilman Barker seconded the motion and it passed 2-0. <br /> <br />
