If 2010-41 is <br />passed this evening, it will create a six month moratorium. <br />• The Law Department has been working with the Finance Department to pursue <br />delinquent EMS billing fees. Letters have been drafted and they hope to gain <br />voluntary compliance before having to move towards the next step which can <br />include potential litigation. They have been requested to commence litigation <br />against delinquent accounts for false fire alarms. They collected $1,500 yesterday <br />by simply writing a letter. They hope to achieve some measure of compliance <br />from those who have been notified. <br />• A motion was deferred to arbitration in an action with SERB regarding an unfair <br />labor practice filed by AFSCME. It is the position of the Administration that the <br />matter brought forward in an unfair labor practice can be handled through <br />arbitration. They are awaiting a ruling on that. <br />• The Civil Service Commission recently selected a new test author for the Police <br />Department. The Law Department worked with the Civil Service Commission to <br />put forth the proper standards to select the individual who will put forth the test. <br />A number of tests have been taken since the Commission did a request for <br />proposals/qualifications. His recommendation is that since it's been a number of <br />years since they've done that, they should go back and see what other vendors are <br />available. There were fourteen people invited; four responded and were rated by <br />the Commission. The Commission made a recommendation that was reported by <br />the Mayor at the Board of Control and then approved. The same vendor they had <br />will be providing services in the future. <br />Finance Director Copfer: <br />• On March 23 the Notes were sold that closed on April 1. They received a 1.3% <br />coupon. They are due September 30, and their intent is to go out to bonds this <br />summer. <br />• On March 24 they successfully underwent a MLJNIS upgrade. Thank you to <br />Mark in IT for making this a smooth process. <br />• Last week Council received the January/February financial statement summary <br />and detail. <br />• The auditors are here this week and next week. The lead auditor and gap <br />conversion are due in May and June, so they want to get this done. <br />Councilman Barker, Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, March 23, 2010 at 7:45 p.m. Present were <br />Committee members Barker, Kearney and Jones; Council members Brossard, Orlowski, <br />and Williamson; Finance Director Copfer and Human Resources Director Farver. <br />• Ordinance 2010-31 amends the range of compensation rates and salary ranges for <br />administrative and legislative personnel to allow for furlough days, eliminate <br />certain paid holidays and eliminate selling back vacation hours for cash; and <br />4 <br />.F.~d~,-. . ._ .._ ., <br />,,. <br />
