Council Minutes of 04-06-2010 <br />understanding that the natural habitat would be affected in the process. They <br />were concerned about the maintenance of the area and long term viability of any <br />planting proposal. Mr. Malone had a series of recommendations regarding <br />planting areas and types of vegetation that would be preferred. The Planning and <br />Design Commission recommended approval of the amended landscape plan <br />subject to Mr. Malone's review and approval of changes consistent with direction <br />given at the meeting. Wenger has reviewed the plans stamped March 19 with Mr. <br />Malone, and he is satisfied with the changes. A discussion regarding the <br />possibility of the City being a site for future buildings by the Fairview Office Park <br />took place. Councilman Barker recommended approval of Fairview Office Park, <br />PPN 237-23-023. Councilwoman Jones seconded the motion, and it passed 2-0. <br />Councilwoman Jones made a motion to approve CMS10-O1, Fairview Office Park, PPN <br />237-23-023, which consists of modifications to previously approved landscape plans <br />subject to the approval of the Engineering Department in relation to stormwater <br />management issues as well as the incorporation of Mr. Malone's landscape comments <br />into a revised landscape plan, designed by a landscape architect/engineer and subject to <br />administrative and Mr. Malone's review. The motion was seconded by Council Barker <br />and passed unanimously. CMS 10-01 Fairview Office Park, PPN 237-23-023 approved. <br />• The final item on the agenda was Ordinance No. 2010-10, an Ordinance creating <br />new Chapter 1155 (Solar Energy Systems) of the North Olmsted Zoning Code in <br />order to permit and establish regulations for the use of solar energy systems in the <br />City of North Olmsted. Planning Director Wenger explained to Council a few of <br />the amendments that the Mayor was seeking in this Ordinance, which can be <br />found in the definition section and in the development standards section of the <br />new chapter. The change in the development standards was to change the <br />setbacks from side and rear property lines from 15 feet, which was found to be too <br />restrictive, to not less than one foot for every one foot in height. Also an item was <br />added to address glare. Council was satisfied with the administrative review <br />procedure and the City has reported that there is a new solar installation on <br />Clague Road which follows the provisions of the Code before Council. <br />Councilwoman Jones made a motion to make amendments to Ord. 2010-10 and to <br />recommend approval of 2010-10. The motion was seconded by Councilman <br />Barker and it passed 2-0. The meeting adjourned at 7:36 p.m. <br />Councilwoman Jones made a motion to make the following amendments to Ord. 2010- <br />10: <br />Under 1155.01 Definitions, c: strike out current language and add: "solar energy system" <br />means any device or combination of devices or elements which rely upon direct sunlight <br />as an enerty source, including but not limited to any substance or device which collects <br />sunlight for use in the heating or cooling of a structure or building; the heating or <br />pumping of water; industrial or commercial processes; or the generation of electricity; <br />under 1155.04 Development Standards for Solar Energy Systems, d, strike "not less than <br />fifteen (15) feet and add "not less than one (1) foot for every one (1) foot in height".; and <br />under 1155.04 Development Standards for Solar Energy Systems, add new letter "g" <br />7 <br />
