7~,,~,, Council Minutes of 03-16-2010 repairs upon city streets pursuant to specifications on file and, upon approval by the Board of Control, authorizing the Mayor to enter into a contract with the lowest and best bidder, and declaring an emergency. Councilman Brossard made a motion to suspend the rule requiring three readings as this has been discussed in committee and there is a timing issue. The motion was seconded by Councilman Mahoney and passed unanimously. Councilman Brossard moved for adoption. The motion was seconded by Councilman Mahoney and passed unanimously. Resolution 2010-34 adopted. Resolution 2010-35 was introduced by Mayor Kennedy and given its first reading. A Resolution approving of and authorizing the Mayor to enter into a Collective Bargaining Agreement with the American Federation of State, County and Municipal Employees ("AFSCME"), Ohio Council 8, Local 2681, for the Clerical and Technical Unit employees, for the period July 1, 2009, through June 30, 2012, and declaring an emergency. Councilman Barker made a motion to suspend the rule requiring three readings and formal committee review as this was reviewed in caucus; it is an issue of timeliness. The motion was seconded by Councilwoman Jones and passed unanimously. Councilman Barker moved for adoption. The motion was seconded by Councilwoman Jones and passed unanimously. Resolution 2010-35 adopted. Ordinance 2010-36 was introduced by Mayor Kennedy and given its first reading. An Ordinance amending Section 155.05 of the Administrative Code in order to eliminate the additional compensation requirement for the Secretary of the Parks and Recreation Commission. Ordinance 2010-37 was introduced by Mayor Kennedy and given its first reading. An Ordinance amending and re-establishing the organization of the Division of Fire of the Department of Public Safety, and declaring an emergency. Councilman Mahoney made a motion to suspend the rule requiring three readings and formal committee review. The motion was seconded by Councilwoman Williamson. Roll Call: Mahoney, yes; Williamson, yes; Barker, yes; Kearney, yes; Orlowski, no; Jones, yes; Brossard, yes. Rules suspended 6-l. Councilman Mahoney moved for adoption. I do not believe the residents of North Olmsted are best served by having part time firefighter EMS personnel. Part time employees will not have the same sharpness and training or response to problems as someone that performs the work everyday, nor the same interest and dedication to this city and the residents. What incentive exists for someone to secure the EMS paramedic training and then work part time hoping for a full time position? We can very well become a training ground for employees for other cities. Roll Call continued: Barker, yes; Brossard, yes. Ordinance 2010-37 adopted 6-1. 13
