7~,,~,, <br />Council Minutes of 03-16-2010 <br />repairs upon city streets pursuant to specifications on file and, upon approval by the <br />Board of Control, authorizing the Mayor to enter into a contract with the lowest and best <br />bidder, and declaring an emergency. Councilman Brossard made a motion to suspend the <br />rule requiring three readings as this has been discussed in committee and there is a timing <br />issue. The motion was seconded by Councilman Mahoney and passed unanimously. <br />Councilman Brossard moved for adoption. The motion was seconded by Councilman <br />Mahoney and passed unanimously. Resolution 2010-34 adopted. <br />Resolution 2010-35 was introduced by Mayor Kennedy and given its first reading. A <br />Resolution approving of and authorizing the Mayor to enter into a Collective Bargaining <br />Agreement with the American Federation of State, County and Municipal Employees <br />("AFSCME"), Ohio Council 8, Local 2681, for the Clerical and Technical Unit <br />employees, for the period July 1, 2009, through June 30, 2012, and declaring an <br />emergency. Councilman Barker made a motion to suspend the rule requiring three <br />readings and formal committee review as this was reviewed in caucus; it is an issue of <br />timeliness. The motion was seconded by Councilwoman Jones and passed unanimously. <br />Councilman Barker moved for adoption. The motion was seconded by Councilwoman <br />Jones and passed unanimously. Resolution 2010-35 adopted. <br />Ordinance 2010-36 was introduced by Mayor Kennedy and given its first reading. An <br />Ordinance amending Section 155.05 of the Administrative Code in order to eliminate the <br />additional compensation requirement for the Secretary of the Parks and Recreation <br />Commission. <br />Ordinance 2010-37 was introduced by Mayor Kennedy and given its first reading. An <br />Ordinance amending and re-establishing the organization of the Division of Fire of the <br />Department of Public Safety, and declaring an emergency. Councilman Mahoney made a <br />motion to suspend the rule requiring three readings and formal committee review. The <br />motion was seconded by Councilwoman Williamson. Roll Call: Mahoney, yes; <br />Williamson, yes; Barker, yes; Kearney, yes; Orlowski, no; Jones, yes; Brossard, yes. <br />Rules suspended 6-l. Councilman Mahoney moved for adoption. The motion was <br />seconded by Councilwoman Williamson. Roll Call: Mahoney, yes; Williamson, yes; <br />Jones, yes; Kearney, yes; Orlowski, no with comment. I do not believe the residents of <br />North Olmsted are best served by having part time firefighter EMS personnel. Part time <br />employees will not have the same sharpness and training or response to problems as <br />someone that performs the work everyday, nor the same interest and dedication to this <br />city and the residents. What incentive exists for someone to secure the EMS paramedic <br />training and then work part time hoping for a full time position? We can very well <br />become a training ground for employees for other cities. Roll Call continued: Barker, <br />yes; Brossard, yes. Ordinance 2010-37 adopted 6-1. <br />13 <br />
