Councilman Barker <br />made a motion to suspend the rule requiring three readings as this was discussed in <br />caucus and it's a timeliness issue. The motion was seconded by Councilman Mahoney <br />and passed unanimously. Councilman Barker moved for adoption. The motion was <br />seconded by Councilman Mahoney and passed unanimously. Resolution 2010-26 <br />adopted. <br />Resolution 2010-27 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing and directing the Director of Planning to make application on <br />behalf of the City of North Olmsted for a Cuyahoga County 2010 Parks and Playground <br />Grant; further authorizing the Mayor to accept the grant if awarded; and to execute a <br />contract with Cuyahoga County, and declaring an emergency. <br />Resolution 2010-28 was introduced and placed on first reading by Councilman Orlowski. <br />A Resolution proclaiming April as Fair Housing Month in North Olmsted, Ohio. <br />Ordinance 2010-29 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance amending and re-establishing the organization of the Division of Fire of the <br />Department of Public Safety, and declaring an emergency. Councilman Mahoney made a <br />motion to suspend the rule requiring three readings and formal committee review noting <br />that this has been heard in committee this evening as it pertains to 2010-29. The motion <br />was seconded by Councilwoman Williamson. Roll Call: Mahoney, yes; Williamson, <br />yes; Orlowski, no; Kearney, no; Jones, yes; Brossard, yes; Barker, yes. Rules suspended <br />5-2. <br />Matt Peters, 32869 Sorrento Lane said he is here on behalf of the North Olmsted <br />Firefighters. Pertaining to this Resolution, they know a lot of it's tied to the monetary <br />issues and contract talks. They haven't been late to the game. They've offered monetary <br />concessions from the beginning. When it was first talked about sixteen months ago and <br />the first talk of concessions was a request for five percent, they were the first union to <br />step up and offer that. When those talks failed and the layoffs occurred, they continued <br />in negotiations trying to resolve the contract language. They have been more than willing <br />to meet the demands of the contract; concessions requested by the Fact Finder's report <br />and those requested by the Administration side. They're willing to do more than what the <br />unions were asked o£ They're willing to give up the monetary concessions to better the <br />city; to make sure that the residents have their services levels in-tact, that they're not <br />impacted again by another round of layoffs or by this Ordinance that will totally change <br />the fire department. Trying to pass the Ordinance under one meeting he thinks is an <br />error. If the fact finding process came back and it's decided too far towards the <br />firefighters' side, he thinks the city would be following the same process and going <br />forward to conciliation and looking for binding conciliation to answer the questions. <br />They're just asking please let them do their part -take the monetary concessions. <br />They're willing to do all they can. <br />9 <br />
