Council Minutes of 01-19-10 <br />• Captain Greg Gettens of the Fire Department has rotated into the position of Fire <br />Prevention Officer. <br />• United Transportation Credit Union is moving into the Corporate Center on <br />Country Club Boulevard. Construction costs for remodeling and renovation are <br />estimated at $ 850,000. <br />• City Hall will benefit from new SITES students assigned effective January 26. <br />The Fire Department will receive one student; Engineering will have two; <br />Planning will have one, and for the first time there will be one general student <br />who will rotate throughout the various departments in the building. <br />• The Community Cabin repairs are scheduled to begin February 1 and will take an <br />estimated six weeks to complete. This project will make the entry doors, <br />restroom facilities and drinking fountains handicapped accessible. The flooring <br />will also be replaced as well as hardware on the doors and faucets. This $100,000 <br />improvement is funded by CDBG (Community Development Block Grant) <br />money awarded to the City last year. All rentals for the Cabin during this time <br />frame are being accommodated by Springvale. <br />Law Director Gareau: <br />• The Law Department has been quite busy with legislation. He reviewed <br />legislation that was drafted by former Law Director Dubelko with the assistance <br />of the Law Clerk concerning significant changes to the Ethics Code of North <br />Olmsted. That legislation, not introduced but drafted for consideration, was <br />forwarded at his request to the members of the Ethics Commission for input and <br />consideration. He does not take a position on it. It's certainly something that <br />merits a closer look by the Ethics Commission in North Olmsted. <br />• He reviewed and researched an issue concerning the Board of Review in North <br />Olmsted this past week. The Board of Review is an entity which hears appeals <br />from persons aggrieved by a decision of the Tax Commissioner - in this case the <br />Finance Director - in North Olmsted. The Board of Review meets infrequently. <br />The composition includes the Director of Law and the Assistant Director of Law, <br />the Mayor or his designee, and a member of Council. The Law Department has <br />been advised by the Mayor that legislation will be forthcoming to remove the Law <br />Director so the Law Director can advise accordingly without a conflict of interest. <br />In the past, through the Charter Review process, there was a Charter amendment <br />that removed the Director of Law from the Board of Control so that the Director <br />of Law could properly act in an advisory capacity as opposed to adecision-maker. <br />It's a good policy and he expects that the Mayor will have that coming forward in <br />the near future. <br />• Regarding the property maintenance issue for 28931 Lorain Road - Mr. Vivianni, <br />which is also known as Stearns and Lorain. On December 15, 2009 Mr. Vivianni <br />was convicted on four counts of property maintenance violations and fined $3000 <br />on each count for a grand total of $12,000 with no probation terms. The Law <br />Department had requested a $60,000 fine and probation. Mr. Vivianni can reduce <br />the fine if certain goals are met on or before February 11, 2010. That would <br />include lights and gutters. An additional relief can be had if further matters are <br />~r ~:.~ ...._,,~._ ,...... . . <br />
