Council Minutes of 12-20-2011 ICJ 480. The Broxbourne panels have been finalized. All WWTP employees have completed their AED training. Director of Law Gareau: • The have been eight additional referrals to the Law Dept. regarding property maintenance. Four of those have resulted in immediate charges being filed and four warning letter were issued. An ongoing tax delinquency, and also a property maintenance issue, is the building across the street from the Powerhouse Gym. • On Wednesday, December 14 he participated in labor negotiations with the FOP. Those negotiations will continue on Thursday, December 22. • The fire damaged house on the corner of Birch and Coe has been razed. The house will be rebuilt on that site. • Last week he and Carole Heyward, Asst Director of Law, met with representatives from Housing & Development to discuss initiatives with the Fair Housing Review Board and Fair Housing Ordinances. They also want to discuss the status of complaints over the past couple of years concerning fair housing violations. • Ashley Belzer, Law Dept. Clerk, has tendered her resignation. She graduates from Cleveland Marshall College of Law and will be preparing for the Ohio Bar Examination. She has been offered afull-time position with another municipality. Director of Finance Copfer: • She has been preparing for and participating in labor negotiations, has been working on 2012 appropriations and estimated resources and also working on 2011 year-end review of budget and transactions for any errors and shortfalls that were required to be adjusted before the end of the year. • October and November month-end financial summaries were E-mailed to Council. They also received Schedule A from the County Budget Commission. Even though it's not a reappraisal year, the assessed valuation lost $7 million in commercial values and $1 million in residential. She requested the detail regarding this. Councilman Barker, Chairman of the Finance Committee: The Finance Committee met Tuesday, December 20, 2011 at 7:00 p.m. Present were committee members Barker, Kearney and Schumann; Council President Limpert; Council members Brossard, Mahoney, Orlowski and Williamson; Mayor Kennedy, Finance Director Copfer, Asst Finance Director Howlett and Safety/Service Director Thomas. • Discussed was Ordinance 2011-138, which is an Ordinance amending Administrative Code Section 131.01 of the Codified Ordinances of the City of North Olmsted to provide authorization for the Mayor to sign and file grant application forms to obtain supplemental revenue or other tangible resources for the benefit of the City of North Olmsted, excepting however grants wherein city 2
