~f <br />Council Minutes of 10-18-2011 <br />a certain period of time if they are not going. to be re-used. He addressed Ordinance <br />2011-74, and hopes it will be voted down. The use of sewer fees, which are really sewer <br />taxes, is inappropriate. It puts an unnecessary burden on the public. He is surprised the <br />Finance Director didn't suggest capital improvement notes considering the low interest <br />rates. Mayor Kennedy said the price of the project changed because the scope of the <br />work has changed, and the scope of the work is mandated by the EPA. The city is <br />borrowing the money, and the rate increase will help pay that back. The key thing is <br />changing the way the city bills -everyone was billed for one mcf whether you used .3 <br />mcf, and now the city is changing that. The city is trying to make sure everyone pays <br />their fair share. In the next five years, North Olmsted will be so much better off - <br />possibly even better off than those cities that are part of the NEORSD. Lambert said <br />those EPA standards were supposed to be met under the original project. This is almost a <br />100% increase from what residents paid five years ago. <br />LEGISLATION <br />Ordinance 2011-74 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance amending Section 915.04 of the Codified Ordinances of the City of North <br />Olmsted to establish revised charges for the use of the municipal sanitary sewer system; <br />repealing existing Section 915.04 of the Codified Ordinances; and declaring an <br />emergency. Councilman Orlowski moved for adoption. The motion was seconded by <br />Councilman Kearney and passed unanimously. Ordinance 2011-74 adopted. <br />Ordinance 2011-107 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2011, and <br />declaring an emergency. <br />Ordinance 2011-108 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance amending Section 141.99 of Chapter 141 of the Administrative Code entitled <br />"Department of Public Service" in order to create the position of Assistant <br />Superintendent Maintenance within the Division of Wastewater, and declaring an <br />emergency. <br />Ordinance 2011-109 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance amending Chapter 105 (Wards and Boundaries) of the Codified Ordinances of <br />the City of North Olmsted in order to reflect newly created ward boundaries. <br />Councilman Mahoney made a motion to suspend the rules requiring three readings and <br />formal committee review. The motion was seconded by Councilman Schumann and <br />passed unanimously. Councilman Mahoney moved for adoption. The motion was <br />seconded by Councilman Schumann. Roll Call: Mahoney, yes; Schumann, yes; <br />Kearney, yes; Barker, yes with comment. I would like to thank my colleague, Mr. <br />Orlowski. He and I met in July with Mr. Dykes to discuss this redistricting. With further <br />review from the Law Director, we had to do a little more research and more discussion <br />with Mr. Dykes and Council as a whole.
