It will be a tough cycle of negotiations <br />and she hopes Council will provide them with the professional expertise they will <br />need and the taxpayers deserve. <br />Council President Limpert, Chairman of the Committee of the Whole: <br />The Committee of the Whole met Tuesday, September 27, 2011 at 8:00 p.m. Present <br />were all members of Council. This meeting was held finalize the redistricting of the <br />wards. Council was presented with five plans, and it was decided to approve ward plan <br />S1. <br />Councilman Mahoney made a motion to adopt the ward plan S 1. The motion was <br />seconded by Councilman Barker and passed unanimously. Ward Plan S 1 adopted. <br />Councilman Barker, Chairman of the Finance Committee: <br />The Finance Committee met Tuesday, September 27, 2011 at 7:00 p.m. Present were <br />committee members Barker, Kearney and Schumann; Council President Limpert; Council <br />members Brossard, Mahoney, Orlowski and Williamson; Mayor Kennedy, Finance <br />Director Copfer and Safety/Service Director Thomas. <br />• Discussed first was Ordinance 2011-100 which is an Ordinance to revise the <br />Codified Ordinances by adopting current replacement pages, and declaring an <br />emergency. The cost for 2011 codification is $5,736.44. The committee voted 3- <br />0for approval of Ordinance 2011-100 with suspension. <br />• Discussed next was Ordinance 2011-103 which is an Ordinance to make and <br />transfer appropriations for current expenses and other expenditures for the City of <br />North Olmsted for the year ending December 31, 2011, and declaring an <br />emergency. Detail is on file in the Clerk's office. The committee voted 3-0 for <br />approval of Ordinance 2011-103 with suspension and amendments. The meeting <br />adjourned at 7:17 p.m. <br />The Finance Committee met Tuesday, October 4, 2011 at 7:00 p.m. Present were <br />committee members Barker, Kearney and Schumann; Council President Limpert; Council <br />members Brossard, Mahoney, Orlowski and Williamson; Mayor Kennedy, and <br />Planning/Development Director Wenger. <br />• Discussed was Resolution 2011-102 which is a Resolution authorizing the <br />Director of Planning & Development to advertise for bids for the award of a <br />contract to provide construction services for the North Olmsted Facilities Energy <br />Conservation Project, as detailed in the specifications on file in the Building <br />Department, and authorizing the Mayor, following approval of the Board of <br />Control, to contract for the same with the lowest and best bidder, and declaring an <br />emergency. The city received approximately $270,000 from NOPEC Powering <br />Our Communities Program for the purpose of updating and installing more energy <br />efficient lighting, HVAC systems and windows at City Hall and the Community <br />3 <br />.~ <br />i <br />
