a... <br />Council Minutes of 10-04-2011 <br />Cabin. Bid opening is scheduled for November 2, 2011. The committee voted 3- <br />0 for approval of Resolution 2011-102 with suspension. The meeting adjourned <br />at 7:10 p.m. <br />Councilman Orlowski, Chairman of the Environmental Control Committee: <br />The Environmental Control Committee met Tuesday, September 27, 2011 at 7:30 p.m. <br />Present were committee members Orlowski, Barker and Brossard; Council President <br />Limpert; Council members Kearney, Mahoney, Schumann and Williamson; Mayor <br />Kennedy, Finance Director Copfer, Safety/Service Director Thomas and Scott Ankrum of <br />Hazen and Sawyer. <br />• Discussed was Ordinance 2011-74 which an Ordinance amending section 915.04 <br />of the Codified Ordinances of the City of North Olmsted to establish revised <br />charges for the use of the Municipal sanitary sewer system; repealing existing <br />Section 915.04 of the Codified Ordinances; and declaring an emergency. This is <br />a follow-up on the original 2007 sewer rate study and was prepared in 2009. <br />Several of the reasons for this rate review are: 1) to be fiscally responsible, to <br />ensure adequate funds are available for maintenance, operation and debt service <br />costs plus funding for future I and I projects, 2) there is an estimated 2% decline <br />in users and/or usage, 3) to revise the agreement between North Olmsted and Fair- <br />view Park & Olmsted Township to fully recapture all associated costs and enforce <br />more stringent I and I programs to limit the influx of ground water to our sewage <br />plant, 4) to ensure sub-meters and certain sewer users are included in the new rate <br />structure, and 5) the usage of less than 1-MCF of water per quarter is being <br />addressed, the debt service cost is a fixed cost and remains the same for all classes <br />of users. The operating & maintenance costs will be pro-rated based on the usage <br />of less than 1-MCF of water per quarter and is based on a percentage of 1-MCF <br />used. The user charges will increase each year, incrementally, by 11.3% for years <br />2012, 2013, and 2014, 6.1% for 2015 and 3% beginning in 2016. All of which is <br />subject to an annual review of percentages of increase based on current usage and <br />revenue generated against fixed & variable costs. Fairview Park and Olmsted <br />Township are not part of our collection system and will only be paying 75% of <br />the estimated percentages. The Waste Water Treatment Plant is currently <br />securing volume of flow from these two Cities to compare the information with <br />the volume of water consumed from the Cleveland Water Department which is <br />our basis for billing for treated water, but, may not be in line with the recapture of <br />the costs for treating the volume of water which is being treated. This <br />information will enable us to seek remedies for the volume of I and I entering the <br />system from these two communities. This information will enable an estimate of <br />costs to establish study rates for these two communities. The Chapel Hill Drive <br />parallel sewer addition is estimated to be apprx. 300 feetlong and run from the <br />pump station to Winton Park Drive. The cost is estimated to be apprx. $ <br />250,00.00 to $ 500,000.00. Due to the late discovery of the problem, it will be <br />part of phase two and included in the plant biddings next year. I hope the <br />administration can prepare an easy to read explanation of the annual percentage of <br />4 <br />
