MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF NORTH OLMSTED SEPTEMBER 20, 2011 Present: President of Council Limpert; Council Members Barker, Kearney, Mahoney, Orlowski, Schumann, Williamson Also Present: Mayor Kennedy, Director of Law Gareau, Director of Finance Copfer, Clerk of Council Gallo, Director of Planning and Development Wenger, Director of Safety and Service Thomas, and Director of Human Resources Farver. Absent: Council Member Brossard President Limpert called the meeting to order at 8:00 p.m. in Council Chambers, 5200 Dover Center Road, North Olmsted, Ohio. Members of the audience were invited to join Council in the recitation of the Pledge of Allegiance. The following legislation will be considered for passage under suspension of the rules: Second Reading -Resolutions 2011-95 and 2011-97 and Ordinance 2011-98; First Reading -Resolution 2011-101. REPORTS Mayor Kennedy: ~ T'he Springvale Golf Course Renovations project is nearing completion. A change order was approved at BOC today to replace additional drain pipes and a catch basin that were found to be collapsed or otherwise not working. ~ Within the last two weeks, we have received the "Notice to Negotiate" form from the State Employees Relation Board (SERB) for the Police and Fire Departments. As we begin this process, I think it is important to realize that our expense for labor counsel has been significantly reduced over the years. For the last five years, the city has spent: $ 74,686 2007 $ 72,391 2008 $ 64,303 2009 $ 55,975 2010 $ 16,273 2011 (to date) Director of Law Gareau:
