Council Minutes of 09-20-2011 <br /> <br />• The Law Dept. has been involved in several cases regarding residential nuisance <br />properties. There was one on Barton Road, Charles Road and on Sunset Oval. <br />Each had deteriorated to the point that it had a blighting impact on the <br />neighborhood. Through the efforts of the Law Dept. and Building Dept., the <br />home on Sunset Oval has been demolished, the home on Charles will soon be <br />gone and the home on Barton Road was sold through Sheriff's sale. The new <br />owner has abated the nuisance conditions through demolition as well. <br />• He attended a meeting regarding the case of Eugene Dzambasow vs. Brian <br />Bielozer, et al to investigate, fact find and formulate a defense strategy. A <br />conference in federal court remains scheduled for October 13, 2011 at 11:00 a.m. <br />• He attended a meeting with BNC Communications to discuss the relocation of <br />police and fire communications equipment from the Westbury Tower. <br />• He had reported out at past Council meetings about a shared facilities agreement <br />with the North Olmsted schools. This agreement would set forth the city's and <br />school's rights and responsibilities with respect to one another for the schools <br />using Springvale, the Recreation Center and public parks and the city's rights <br />with respect to using school facilities. <br />Director of Finance Copfer: <br />• Last week, Council members Barker and Limpert attended a meeting in which the <br />County Fiscal Officer made a presentation on the residential property re- <br />evaluation and the Board of Revision. Rates have been dropping even without the <br />reappraisals. It looks like they have a good program set up for the Board of <br />Revision that will be professional and more streamlined. <br />• She submitted the second quarter finance analysis to Council. The summaries and <br />detail were given to Council a few weeks prior. <br />• She has been working on the WWTP rate study. She will be E-mailing the detail <br />to Council and will provide copies of the narrative as well. <br />Council members Limpert and Barker elaborated on some points made at the meeting <br />they attended regarding residential property re-evaluation. <br />Councilman Barker, Chairman of the Finance Committee: <br />The Finance Committee met Tuesday, September 13, 2011 at 7:05 p.m. Present were <br />committee members Barker, Kearney and Schumann; Council President Limpert; Council <br />members Brossard, Mahoney, Orlowski and Williamson; Mayor Kennedy, Safety/Service <br />Director Thomas and Human Resources Director Farver; Fleet Manager Conway and <br />WWTP Superintendent Blum. <br />• Discussed was Resolution 2011-94 which is a Resolution directing the Auditor of <br />Cuyahoga County to pay to the City of North Olmsted, Ohio, during the year <br />2012, all money due and owing said city from any collection source. The <br />committee voted 3-0 to recommend approval of Resolution 2011-94. <br />2 <br />
