,~.- <br />~;, <br />Council Minutes of 09-20-2011 <br /> <br />• Discussed next was Resolution 2011-95 which is a Resolution accepting the <br />amounts and rates as determined by the Budget Commission and authorizing the <br />necessary tax levies and certifying them to the County Fiscal Officer. The <br />committee voted 3-0 to recommend approval of Resolution 2011-95 with <br />suspension. <br />• Discussed next was Ordinance 2011-96 which is an Ordinance dispensing with an <br />RFP process and authorizing the Mayor to enter into a contract with Johnson, <br />Miller & Schmitz LLP providing for the latter to continue to serve as the City's <br />labor negotiator, and declaring an emergency. This is a contract renewal with Mr. <br />Johnson, and he has been employed by North Olmsted since 2002. He has been <br />very beneficial in helping with negotiations with all bargaining units in the city. <br />The committee voted 2-1 to recommend approval of Ordinance 2011-96. Council <br />member Kearney voted to not recommend approval. <br />• Discussed last was Ordinance 2011-98 which is an Ordinance authorizing the <br />Mayor to purchase one (1) new Ford E-450 Cutaway Mounted Mainline TV <br />Inspection Truck for the Department of Public Service through the State Purchase <br />Program; further authorizing the Mayor to execute necessary contract documents; <br />and declaring an emergency. This camera truck is an upgrade from the truck the <br />city currently uses. It can do more work, run the camera farther and can make <br />right angle turns to travel up laterals. It will also hold more accessories and <br />reduce manpower by using only one operator instead of two. The cost of the <br />truck with accessories is $276,292. The cost of the truck after discounts, trade-ins <br />and a $15,000 demo discount is about $194,000. The committee voted 3-U to <br />recommend approval of Ordinance 2011-98 with suspension. <br />Councilman Orlowski, Chairman of the Environmental Control Committee: <br />The Environmental Control Committee met Tuesday, September 13, 2011 at 7:48 p.m. <br />Present were committee members Orlowski, Barker and Brossard; Council President <br />Limpert; Council members Kearney, Mahoney, Schumann and Williamson; Law Director <br />Gareau and Planning/Development Director Wenger. <br />• Discussed was Resolution 2011-97 which is a Resolution authorizing and <br />directing the Director of Planning and Development to make application on behalf <br />of the City of North Olmsted for participation in the Ohio Public Works <br />Commission ("OPWC") State Capital and Local Transportation Improvement <br />Programs for the purpose of obtaining financial assistance for the Wastewater <br />System Improvements Project and further authorizing the Mayor to accept said <br />assistance if awarded and to execute contract documents with OPWC as <br />necessary, and declaring an emergency. The Planning/Development Director is <br />applying for a grant of $950,000 which would cover the interest cost on the <br />current low interest loan(s) for the collection system work to be awarded this year <br />and begin next year.
