The motion was seconded by Councilman Mahoney and passed unanimously. Resolution 2011-90 adopted. Resolution 2011-91 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing the Director of Human Resources to solicit proposals to purchase excess insurance coverage for the City Health Care & Hospitalization Plans for 2012, and further authorizing the Mayor, subject to approval of the Board of Control, to enter into a contract for said services and insurance. Resolution 2011-92 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing and directing the Director of Public Safety to make application on behalf of the City of North Olmsted for participation in, and grant funding for, the Justice Assistance Bulletproof Vest Partnership Grant; and further authorizing the Mayor to accept the grant if awarded and to execute a contract for the same, and declaring an emergency. Councilwoman Williamson made a motion to suspend the rules requiring three readings and formal committee review. The motion was seconded by Councilman Mahoney and passed unanimously. Roll Call: Williamson, yes; Mahoney, yes; Schumann, yes; Orlowski, yes; Barker, yes; Kearney, yes with comment. I would like to commend Director Thomas for pursuing these grants. If we do get the equipment through these grants, it will be at no cost to the city and could be life-saving for an employee and the citizens. Roll Call continued: Brossard, yes. Resolution 2011- 92 adopted. Ordinance 2011-93 was introduced and placed on first reading by Mayor Kennedy. An Ordinance amending and re-establishing Chapter 1369 of the Building Code entitled "Fences and Screen Walls" in order to change substantive standards and update procedures. MISCELLANEOUS BUSINESS Councilman Barker scheduled a Finance Committee meeting for Tuesday, August 23, 2011 at 7:00 p.m. to discuss 2011-91. The Human Resources Director is asked to attend. Councilwoman Williamson scheduled a Public Safety, Health and Welfare Committee meeting for Tuesday, August 23, 2011 at 7:05 p.m. to discuss 2011-88, 2011-89 and a liquor permit. The Human Resources Director and Safety/Service Director are asked to attend. Councilman Mahoney scheduled a BZD Committee meeting for Tuesday, August 23, 2011 at 7:15 p.m. to discuss 2011-93. The Planning/Development Director is asked to attend. 7
