Council Minutes of 08-02-2011 <br />the installation of an "Authorized Vehicle Parking Only" sign on Root Road at its <br />terminus, and declaring an emergency. Councilwoman Williamson made a motion to <br />suspend the rules requiring three readings and formal committee review. The motion was <br />seconded by Councilman Mahoney and passed unanimously. Ordinance 2011-81 adopted. <br />Resolution 2011-82 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Director of Planning and Development to make application to <br />the Ohio Department of Transportation for Municipal Load Rating Program funding; <br />further authorizing the Mayor to accept funding if awarded and to execute contracts if <br />necessary, and declaring an emergency. <br />Resolution 2011-83 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Director of Public Safety to make application for an Urban <br />Area Working Group Homeland Security Grant; further authorizing the Mayor to accept <br />funding if awarded and to execute contracts if necessary, and declaring an emergency. <br />Councilwoman Williamson made a motion to suspend the rule requiring three readings <br />and formal committee review. A <br />Resolution authorizing the Director of Public Service to advertise for bids for the award <br />of a contract to construct improvements to the sanitary sewer collection system at various <br />locations in the city, as detailed in the specifications on file in the Service Department, <br />and authorizing the Mayor, following approval of the Board of Control, to contract for <br />the same with the lowest and best bidder, and declaring an emergency. <br />Resolution 2011-85 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution dispensing with the RFP process and authorizing the Mayor to enter into a one <br />year contract with Cuyahoga County /The Cuyahoga County Department of Public <br />Works for the purpose of the County providing storm sewer system inspection and <br />maintenance services, and declaring an emergency. Councilwoman Williamson made a <br />motion to suspend the rules requiring three readings and formal committee review. The <br />motion was seconded by Councilman Schumann and passed unanimously. <br />Jeff Sturgeon, 3092 W. 231 asked to what extent the County will get involved and the <br />cost associated with this. Mayor Kennedy said the city has shifted money around to pay <br />for the County's services. The issue was researched on whether to rent a Vac Truck, buy <br />a Vac Truck or to contract with the County. Clearly the best short-term solution was to <br />contract with the County.
