Barker thanked Lambert for his comments and stated that Lambert did not attend <br />the committee meeting or special Council meeting in which this Resolution was <br />discussed and passed. He stated that the $10,000 that would be spent on a law firm that is <br />very familiar with sanitary sewer systems and contracts will save more than that in <br />making sure everything is status quo and correct before construction. Lambert said there <br />is a difference between administering a project process and administering the contracts <br />that go along with it. He stated again that the money to pay the firm should be coming <br />out of the Law Dept. <br />LEGISLATION <br />Ordinance 2011-17 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance pursuant to Article XVI of the Charter modifying Article VII, Boards and <br />Commissions, § 3 Parks and Recreation Commission of the Charter of the City of North <br />Olmsted in order to eliminate as obsolete the now abolished position of Director of <br />Community Life Services as a member of the Commission and further to reduce the <br />Commission membership to six (6) members as a result of the elimination. Councilman <br />Mahoney moved for adoption. The motion was seconded by Councilwoman Williamson <br />and passed unanimously. Ordinance 2011-17 adopted. <br />Ordinance 2011-25 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance providing for the amendment of the Zone Map of the City of North Olmsted <br />by rezoning Permanent Parcel Nos. 235-03-010, 235-03-016 and a portion of 235-03-015, <br />located on the eastern side of Whitehorn Avenue, from B-one family residence district to <br />senior residence district. Councilman Mahoney moved for adoption. The motion was <br />seconded by Councilman Barker and passed unanimously. Ordinance 2011-25 adopted. <br />Resolution 2011-76 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution dispensing with the RFP process and authorizing the Mayor to enter into a one <br />year contract with Andrew J. Futey, LLC (DBA Andrew J. Futey & Associates) for the <br />purpose of providing grant consulting services to the city. <br />Resolution 2011-80 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to enter into an agreement with the Ohio Department <br />of Public Safety, Division of Homeland Security (ODPS) to provide for the services of a <br />Terrorist Liaison Officer (TLO) in the City of North Olmsted and declaring an <br />emergency. Councilwoman Williamson made a motion to suspend the rules requiring <br />three readings and formal committee review. The motion was seconded by Councilman <br />Mahoney and passed unanimously.
