~ .+y. <br />Council Minutes of 06-21-2011 <br />Childs gave him before he passed away. The sewer system was designed in the early <br />1960's and it's ill-designed and mal-installed. The city should take action against the <br />company that designed and installed the system. He asked how many millions of gallons <br />were bypassed this May at the sewer plant. Mayor Kennedy said he would get that <br />number for him. Crabs asked what the EPA fined the city for that and Mayor Kennedy <br />said they didn't fine them. The city is mandated to fix some of these problems by the end <br />of 2014 and the city is in the process of working on this. There are two storm crews <br />working to clean the sewers. This is a priority. Crabs submitted pictures of flooding for <br />the Clerk of Council. Gareau asked if the Asst Superintendent of Collection and the <br />Engineer come out to meet with Crabs; if there was any follow-up to his initial <br />communication. Crabs said no. Gareau said that they are aware of it. Crabs made <br />reference to the catch basins being too small and that the sanitary sewer will collapse <br />because there is nothing supporting it. Mayor Kennedy said he will get him follow-up <br />and answers to his questions. Crabs said there will be nothing to done to solve the <br />problem in the lifetime of people sitting on Council. Gareau said the city is working on a <br />$40 million sanitary collection system improvement and significant changes to the Waste <br />Water Treatment Plant which are scheduled to be done within the next three years. This <br />includes increasing capacity for some of the collection system areas and also increasing <br />capacity to be able to treat the product coming down to the plant through intake and <br />infiltration. There is action being taken including modifications to Walter Road, pump <br />house improvements to Lebern and Dover Center Roads and a significant equalization <br />basin improvement at Clague Park. Gareau also spoke about running cameras through <br />the system. Crabs also referenced the mosquito problems and the County spraying parts <br />of North Olmsted. He asked if the city is using BTI (larvae-cide). Gareau said they do <br />use alarvae-cide and they did not aerial spray this year at Bradley Woods. Crabs <br />suggested putting BTI in the storm sewers because mosquitoes breed in the storm sewers. <br />Dennis Lambert, 25057 Carey Lane referenced Gareau's comments about using cameras, <br />and he said they generally dye test. A camera does not need to be run to every house. He <br />agreed with Gareau that it would be an impossible task to solve with Engineering. It's <br />true that the WWTP is going to be upgraded, but the lines going to the sewer plant from <br />all over the city are insufficient. He said he has yet to hear any attempt to connect for <br />overflows to the Rocky River Sewer Plant which is downhill and does not require any <br />extra pumping. Somebody in the federal government needs to look into this. The entire <br />system needs to be looked at as aquasi-cooperative effort on a regional level. <br />Scott Trayers, Cuyahoga Falls -owner of Play-It-Again Sports store in North Olmsted. <br />He said he has been recently made aware of legislation regarding resale. It's a <br />debilitating ordinance the way it's written right now. There are three or four issues that <br />will make a store like his have to hire more people or turn away product. The record- <br />keeping portion of the ordinances is everything in triplicate. When they take product in, <br />they take a physical description, driver's license, etc. and individually tag every item. <br />They also log each item in the computer. The ordinance requires not only that, but also <br />handwriting an individual ticket for each person and keeping a log book. Every day they <br />would be required to bring the paperwork to the police dept. There should be <br />accountability, but doing everything three times is problematic.
