This would create a problem with storage of items that are taken in. <br />Trayers said they go to great measures to catch people bringing in stolen items. He <br />would like to go through some of these issues individually and help Council understand <br />what's realistic, feasible and right to do. Gareau said some of the things Trayers <br />described were addressed during the committee process and Trayers may not have the <br />most recent legislation with changes. The idea of a license plate was brought up and <br />changed. The ordinance was amended to take care of that. Gareau suggested that <br />Trayers get the signed copy of the ordinance from the Clerk of Council. <br />Peggy Mayerhoffer, 26972 Kennedy Ridge Ext. referenced 2011-25 (Catholic Charities) <br />and asked if it's normal to re-zone an area before you can determine if there's room to <br />put 36 plus toilets versus 12 toilets. Gareau said the zoning component deals strictly with <br />land use. It will set up maximum square footage of a unit, height of a unit, side yard set <br />backs, side yard setbacks and rear yard setbacks, etc. The City of North Olmsted has <br />sufficient sewer capacity at the WWTP to handle the development. Mayerhoffer said part <br />of the re-zoning is taking up part of the church parking lot. There are 40 plus cars that <br />park at the bank and they do not have permission to park there. This will become an <br />issue if they're taking out 100 spaces and there's 40 plus that park at the bank. <br />Councilman Mahoney said that would be an appropriate for the bank. If the bank thinks <br />that this is inappropriate, then the city would expect to see someone from the bank <br />complaining about the parking. Councilman Barker said there was a parking study that <br />showed parking of cars for Saturday and Sunday masses. The rear spaces were hardly <br />even used. If people are parking at the bank, it's because they want to be closer to the <br />church. The parking would be an issue between the church and the bank. Mayerhoffer <br />said Emerald Village has been used as a comparison to the place they want to build <br />behind St. Richard's. The tax records show they are delinquent $3.5 million. Mrs. Staub <br />explained they were tax exempt. Why is the place behind St. Richard's proposed as a <br />taxable property once the senior housing goes on it? Gareau said Emerald Village is <br />exempt. Administratively, if they have not filed the necessary documents at the county or <br />whoever they have to file with, it's not something the City of North Olmsted would <br />pursue. The County Treasurer would pursue this. What happens with this other piece of <br />property would depend upon who owns the real estate. Mayerhoffer is concerned that <br />this will effect property taxes. <br />LEGISLATION <br />Ordinance 2011-54 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance amending and restating Section 1345.05 of the Codified Ordinances of the <br />City of North Olmsted entitled "Standards for Residential Pools" in order to incorporate <br />the 2006 International Residential Code standards for residential pools, and declaring an <br />emergency.
