Council Minutes of 06-21-2011 <br />Ordinance 2011-17 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance pursuant to Article XVI of the Charter modifying Article VII, Boards and <br />Commissions, § 3 Parks and Recreation Commission of the Charter of the City of North <br />Olmsted in order to eliminate as obsolete the now abolished position of Director of <br />Community Life Services as a member of the Commission and further to reduce the <br />Commission membership to six (6) members as a result of the elimination. <br />Ordinance 2011-25 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance providing for the amendment of the Zone Map of the City of North Olmsted <br />by rezoning Permanent Parcel Nos. 235-03-010, 235-03-016 and a portion of 235-03-015, <br />located on the eastern side of Whitehorn Avenue, from B-one family residence district to <br />senior residence district. <br />Ordinance 2011-73 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2011, and <br />declaring an emergency. Councilman Barker made a motion to suspend the rule <br />requiring three readings. The motion was seconded by Councilman Mahoney and passed <br />unanimously. Councilman Barker moved for adoption. The motion was seconded by <br />Councilman Mahoney and passed unanimously. Ordinance 2011-73 adopted. <br />Resolution 2011-75 introduced by Mayor Kennedy was given its second reading. A <br />Resolution adopting the Alternative Tax Budget of the City of North Olmsted for the <br />fiscal year beginning January 1, 2012, and submitting the same to the County Auditor, <br />and declaring an emergency. Councilman Barker made a motion to suspend the rule <br />requiring three readings. The motion was seconded by Councilman Mahoney and passed <br />unanimously. Councilman Barker moved for adoption. The motion was seconded by <br />Councilman Mahoney and passed unanimously. Resolution 2011-75 adopted. <br />Resolution 2011-76 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution dispensing with the RFP process and authorizing the Mayor to enter into a one <br />year contract with Andrew J. Futey, LLC (DBA Andrew J. Futey & Associates) for the <br />purpose of providing grant consulting services to the city. <br />Resolution 2011-77 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to advertise for bids for the award of a contract to <br />repair and replace sections of the Recreation Center roof, as detailed in the specifications <br />on file with the Engineer, and authorizing the Mayor, following approval of the Board of <br />Control, to contract for the same with the lowest and best bidder, and declaring an <br />emergency. Councilman Kearney made a motion to suspend the rules requiring three <br />readings and formal committee review. The motion was seconded by Councilman <br />Mahoney and passed unanimously. <br />Dennis Lambert, 25057 Carey Lane said this is a Resolution authorizing the Mayor to <br />advertise for bids and to award a contract and allows him to expend money upon <br />approval of the Board of Control.
