~, ., <br />Council Minutes of OS-03-2011 <br />• The Fair Housing Poster Contest is closed. Judges will be assembling soon. They <br />hope to have winners selected and announced at the next Council meeting. <br />Director of Finance Copfer: <br />• The auditors are at the city again, and she is working on the draft financials so she <br />is making progress. <br />• She closed the month of March and is reviewing the information before it is <br />released in order to address the revenue shortfalls in municipal income tax and <br />CAT tax reimbursement. <br />• She spent a lot of time on the sewer rate study which is in it third or fourth draft. <br />She will be bringing that forward shortly. <br />Councilman Barker took a moment of personal privilege to announce that he has replaced <br />Nicole Dailey Jones as a Board Member on the Northeast Ohio City Council Association. <br />There will be a meeting Thursday, May 19, 2011 at Parma City Hall in Council <br />Chambers to discuss how northeast Ohio benefits from Cleveland's economic <br />development. <br />Councilman Orlowkki, Chairman of the Environmental Control Committee: <br />The Environmental Control Committee meeting of April 26, 2011 was called to order at <br />7:06 P.M. In attendance were Council President Limpert; Committee members Barker <br />and Orlowski; Council members Kearney and Schumann; Mayor, Law Director, City <br />Engineer, Building Commissioner, Asst. Supt. of Collections and guests. <br />• First item on the agenda was resolution 2011-55 which is a Resolution authorizing <br />the Director of Public Service to advertise for bids for the award of a contract to <br />provide construction services to upgrade the Dover and LeBern pump station <br />controls, as detailed in the specifications on file with the Engineer and authorizing <br />the Mayor, following approval of the board of control, to contract for the same <br />with the lowest and best bidder, and declaring an emergency, as amended. This <br />legislation will allow the City to go out early for bids on improvements to the <br />inside of two possibly three pump stations. There are five pump stations, namely <br />LeBern, Dover Center, Broxbourne, Bradley and Moen, within the City. A 2005 <br />study and report provided information on the condition of the controls at the <br />Dover Pump Station. The study stated the control panels were obsolete and <br />needed to be replaced. This replacement is part of the pump station <br />improvements. Due to the size of the pump station the pumps and generators are <br />not being enlarged or changed. The electrical controls and emergency generator <br />at the Lebern Pump Station are to remain. The controls were replaced <br />approximately three years ago and the emergency generator is believed to be able <br />to handle the new 75 horse-power motors. The LeBern pump station pumps, will <br />be enlarged from 50 H P to 75 HP with corresponding electrical motors and <br />3 <br />
