Council Minutes of 04-19-2011 <br />Ordinance 2011-38 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance providing for the issuance and sale of $202,000 of Notes, in anticipation of the <br />issuance of Bonds, to provide funds to pay costs of improving the City's Recreation <br />Center by acquiring and installing new heating, ventilation and air conditioning <br />equipment and providing related piping, ductwork and wiring improvements, together <br />with all necessary appurtenances and work incidental thereto. Councilman Barker moved <br />for adoption. The motion was seconded by Councilman Schumann and passed <br />unanimously. Ordinance 2011-38 adopted. <br />Ordinance 2011-33 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance amending and restating Section 957.01 of Chapter 957 (Alcoholic Beverages <br />on Public Grounds) of the Codified Ordinances of the City of North Olmsted in order to <br />establish a revised system for future approvals of one-time alcohol sales and consumption <br />in the Community Cabin, as amended. <br />Ordinance 2011-39 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance establishing rates of compensation for various administrative and legislative <br />personnel for the year 2011 and to provide for the new positions of Help Desk <br />Coordinator in the Division of Information Technology and Administrative Assistant in <br />the Division of Fire; and otherwise restate the compensation rate ranges and descriptions <br />for various administrative and legislative personnel for the year 2011, and declaring an <br />emergency. Councilman Barker made a motion to suspend the rule requiring three <br />readings. The motion was seconded by Councilman Schumann and passed unanimously. <br />Councilman Barker moved for adoption. The motion was seconded by Councilman <br />Schumann. Roll Call: Barker, yes with comment. This legislation is for the purpose of <br />hiring 2 people. My vote is yes. Roll Call continued: Schumann, yes; Orlowski, no with <br />comment. With all the employees giving back through reductions in wages, furlough <br />days, reduced negotiated benefits and no raises, I cannot in good conscience vote for this <br />Ordinance. This does not mean that I believe these departments or any other departments <br />are not in need of additional personnel and help. I just have a hard time identifying <br />which departments are in the greatest need. Roll Call continued: Mahoney, yes with <br />comment. I tend to agree with Mr. Orlowski but for reasons that I'll later state. First, I <br />have made public and private requests for the hiring of a police officer. What we have <br />going on in our Police Dept. is that one officer is retiring and we are replacing him in <br />terms of our staffing levels. Chief Wozniak is retiring as well. While we are filling the <br />position of Police Chief, we are apparently not filling that particular spot so we are losing <br />another police officer to attrition or retirement. I would echo Mr. Orlowski's sentiment <br />while I understand there is a need in the IT Dept. for a Help Desk <br />Coordinator/Administrative Assistant in the Fire Dept. -those are two positions we are <br />creating with a salary range of $33,000 to $55,000 for the IT Help Desk Coordinator or <br />$40,000 to $55,000 for the Administrative Assistant to the Fire Chief. I still have a <br />problem with that particular spot. I don't see how a Chief of any department in this city <br />needs two Administrative Assistants. We are also spending $182,000 for equipment at <br />11 <br />. ~~~.>T, ._. <br />,~c..,. <br />
