,, ~~. <br />~[,. .3 <br />MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />APRIL 12, 2011 <br />Present: President of Council Limpert, Council Members Barker, Kearney, <br />Mahoney, Orlowski, Schumann, Williamson. <br />Absent: Council Member Brossard <br />President Limpert called the meeting to order at 8:00 a.m. in Council Chambers, 5200 <br />Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />REPORTS <br />Councilman Barker, Chairman of the Finance Committee: <br />The Finance Committee met Tuesday, April 12, 2011 at 7:20 p.m. Present were all <br />members of Council except for Councilman Brossard, Mayor Kennedy, Law Director <br />Gareau, Finance Director Copfer, Planning/Development Director Wenger and Human <br />Resources Director Farver. <br />Discussed were five Ordinances regarding issuance of Bonds. Finance Director Copfer <br />gave a very nice, detailed report. These are Bond Anticipation Notes (BNA's) and have a <br />maximum interest rate of 3% which is far higher than the quotes Copfer has received. <br />Ordinances 2011-34 (Allendale Drive), 2011-35 (Fire Dept. Squad), 2011-36 (Springvale <br />Equipment), 2011-37 (Springvale Improvements) and 2011-38 (Rec Center <br />Improvements) were all recommended for approval 3-0. Councilman Barker stated he is <br />in receipt of all Fiscal Officer's Certificates. <br />Councilman Schumann, Chairman of the Intra-Governmental Relations Committee, made <br />a motion to suspend the interview process of Jeff Peepers to expedite his appointment to <br />the Planning and Design Commission. The motion was seconded by Councilwoman <br />Williamson and passed unanimously. Councilman Schumann made a motion to approve <br />the appointment of Jeff Peepers to the Planning and Design Commission for the term <br />January 1, 2007 to December 31, 2011. The motion was seconded by Councilwoman <br />Williamson. Roll Call: Schumann, yes; Williamson, yes; Mahoney, yes with comment. <br />Mr. Peepers is a long-time resident and has been very active in our community. I <br />commend the Mayor for making that selection. Roll Call continued: Kearney, yes; <br />Orlowski, yes, Barker, yes. Appointment of Jeff Peepers to the Planning and Design <br />Commission approved. <br />
