Council Minutes of 04-OS-2011 Ordinance 2011-39 was introduced and placed on first reading by Mayor Kennedy. An Ordinance establishing rates of compensation for various administrative and legislative personnel for the year 2011 and to provide for the new positions of Help Desk Coordinator in the Division of Information Technology and Administrative Assistant in the Division of Fire; and otherwise restate the compensation rate ranges and descriptions for various administrative and legislative personnel for the year 2011, and declaring an emergency. Ordinance 2011-40 was introduced and placed on first reading by Mayor Kennedy. An Ordinance amending Section 139.99 of Chapter 139 of the Administrative Code entitled "Department of Public Safety" in order to create the position of Administrative Assistant within the Division of Fire, and declaring an emergency. Ordinance 2011-41 was introduced and placed on first reading by Mayor Kennedy. An Ordinance amending Section 167.99 of Chapter 167 of the Administrative Code entitled "Department of Human Resources" in order to create the position of Help Desk Coordinator within the Division of Information Technology, and declaring an emergency. Resolution 2011-42 was introduced and placed on first reading by Mayor Kennedy. A Resolution dispensing with the RFP process and authorizing the Mayor to enter into a one year contract with Cuyahoga County/The Cuyahoga County Engineer for the purpose of providing inspection services for bridges and culverts, and declaring an emergency. Resolution 2011-43 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing the Mayor to purchase for Service Department use, one (1) 2012 International 7400 SFA Truck together with a separately sold snow plow package and two (2) 2011 Ford F350 Pick Up Trucks equipped with snow plow packages, all through the State Purchase Program; and further authorizing the Mayor to execute all documents necessary to effectuate such purchase, and declaring an emergency. Resolution 2011-44 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing the Director of Public Service to advertise for bids for the award of a contract to provide cracksealing on various streets at various locations in the City, as detailed in the specifications on file in the Service Department, and authorizing the Mayor, following approval of the Board of Control, to contract for the same with the lowest and best bidder, and declaring an emergency. Councilman Brossard made a motion to suspend the rules requiring three readings and formal committee review. The motion was seconded by Councilman Mahoney and passed unanimously.
