<br />Council Minutes of 03-15-2011 <br />Division Heads along with every employee who works and sacrifices for the City of <br />North Olmsted to have this balanced budget. There are still some uncertainties, <br />especially the Local Government Fund along with Payroll Tax and Property Tax. I fear <br />the increase in oil, the terrible catastrophe that happened in Japan and many other issues <br />can and will affect our economy. There are good things also. The Administration has <br />deposited money into our contingency fund two years in a row. This hasn't happened in <br />quite awhile. There hasn't been any money in that fund for a long time. The <br />Administration and Council are implementing two ordinances with the help of the <br />Finance Director that will allow money to be put away for big expenditures. We're <br />borrowing less than half for yearly street repairs. I haven't witnessed that in my time up <br />here at City Hall. We're looking at repairing two great assets -our Recreation building <br />and Springvale. We can all be proud as citizens of the Administration, Council and <br />employees of this city for getting it done and planning ahead. Thank you Mayor, <br />Directors and North Olmsted employees. Ordinance 2011-28 <br />adopted. <br />Resolution 2011-29 introduced by Councilman Orlowski on behalf of himself, Council <br />President Limpert and the entire City Council was given its second reading. A <br />Resolution proclaiming April as Fair Housing Month in North Olmsted, Ohio, and <br />declaring an emergency. Councilman Orlowski made a motion to suspend the rule <br />requiring three readings. The motion was seconded by Councilman Kearney and passed <br />unanimously. Councilman Orlowski moved for adoption. The motion was seconded by <br />Councilman Kearney and passed unanimously. Resolution 2011-29 adopted. <br />Resolution 2011-30 introduced by Mayor Kennedy was given its second reading. A <br />Resolution authorizing the Director of Public Service to advertise for bids for the award <br />of a contract to provide construction services for the replacement of a sanitary sewer line <br />on Lucydale Avenue, as detailed in the specifications on file with the Engineer, and <br />authorizing the Mayor, following approval of the Board of Control, to contract for the <br />same with the lowest and best bidder, and declaring an emergency. Councilman <br />Orlowski made a motion to suspend the rule requiring three readings. The motion was <br />seconded by Councilman Barker and passed unanimously. Councilman Orlowski moved <br />for adoption. The motion was seconded by Councilman Barker and passed unanimously. <br />Resolution 2011-30 adopted. <br />Resolution 2011-32 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to enter into a Memorandum of Understanding <br />("MOU") agreement with the Cuyahoga County Soil and Water Conservation District <br />("SWCD") to provide the City of North Olmsted with Minimum Control Measures 1 & 2 <br />in accordance with the requirements of National Pollutant Discharge Elimination Systems <br />("NPDES") Phase II. <br />Ordinance 2011-33 was introduced and placed on first reading by Mayor Kennedy.
