,~..., _ , <br />Council Minutes of 03-15-2011 <br />Duane Limpert <br />BOARD OF REVIEW <br />Paul Barker <br />• Also discussed was Resolution 2011-29 which is a Resolution proclaiming April <br />as Fair Housing Month in North Olmsted, Ohio, and declaring an emergency. <br />The Committee of the Whole voted to recommend approval. <br />Councilman Barker made a motion to approve the organization of Council. The motion <br />was seconded by Councilwoman Williamson and passed unanimously. Organization of <br />Council approved. <br />Councilman Barker, Chairman of the Finance Committee: <br />The Finance Committee met Tuesday, March 8, 2011 at 7:00 p.m. Present were <br />committee members Barker, Kearney and Schumann; Council President Limpert; Council <br />members Brossard, Orlowski, and Mahoney; Mayor Kennedy; and Finance Director <br />Copfer. <br />• Discussed first was Ordinance 2011-23 which is an Ordinance establishing a <br />special revenue fund in the City of North Olmsted to accumulate funds in order to <br />compensate municipal employees in those calendar years when a 27~' payment of <br />salary and benefits occurs, and declaring an emergency. The committee voted 3-0 <br />for approval of Ordinance 2011-23. <br />• Discussed next was Ordinance 2011-24 which is an Ordinance establishing a <br />special revenue fund in the City of North Olmsted to accumulate funds in order to <br />pay to qualifying municipal employees at separation accumulated sick leave, <br />vacation time and payments in lieu of compensatory time, and declaring an <br />emergency. The committee voted 3-0 for approval of Ordinance 2011-24. <br />The Finance Committee met Saturday, March 5, 2011 at 9:00 a.m. Present were all <br />Council members, Mayor Kennedy, Finance Director Copfer, Safety/Service Director <br />Ritenauer and Administrative Assistant Jane Leaver. <br />• Discussed was Ordinance 2011-28 which is an Ordinance to make appropriations <br />for current expenses and other expenditures for the City of North Olmsted for the <br />year ending December 31, 2011. This first budget meeting covered the Mayor's <br />opening comments, Safety Dept., Service Dept. and the Finance Dept. The <br />Mayor stated that revenues for 2010 were at 2005 levels meaning a 2.2 million <br />decrease since 2008. With Issue 34 the city was able to put $55,000 into the <br />"rainy day" fund with a current total of $68,000. Safety/Service Director <br />Ritenauer stated in all categories for police and fire, the wages and benefits were <br />that same as last year. There will be a purchase of 6 Police cars through the Hotel <br />Motel Line item. Crime is down in most categories. There will be a Police Chief <br />test scheduled due to the retirement of Chief Wayne Wozniak in May. The future <br />5 <br /> <br />
