~.~.. <br />Council Minutes of 03-15-2011 <br />be cost effective. Most of the claims are medical only, however a few recent <br />claims have been lost time. But, for the most part the city is able to assist the <br />employees and get them back to work quickly. In the Youth and Family Services <br />Dept., expenditures remain constant with 2010 levels. Discussed was a <br />consideration of a wage adjustment for Chris Allegra of $3,300.00 which was <br />requested in 2007 and 2008. Council appropriated sufficient funding for the wage <br />increase for Ms. Allegra, however, the Administration at the time did not process <br />the increase. It was the consensus of Council to allocate the money promised <br />effective this year. For the Senior Center, the only increase in the proposed <br />budget is for building repair and includes the cost of a new HVAC system. <br />However, this cost may be offset by a grant applied for by the <br />Planning/Development Director. <br />• Amendments were discussed after all reports were given. A motion was made by <br />Chairman Barker to approve 2011-28 with amendments that will be presented <br />Tuesday, March 15`", 2011 with suspension and asked for a second. It was <br />seconded by Councilman Kearney, and the committee voted 3-0 for approval of <br />Ordinance 2011-28 with amendments. <br />Councilman Barker made a motion to amend Ordinance 2011-28 as presented by Finance <br />Director Copfer. The motion was seconded by Councilman Kearney and passed <br />unanimously. Ordinance 2011-28 amended. <br />Councilman Orlowski, Chairman of the Environmental Control Committee: <br />The Environmental Control Committee met Tuesday, March 8, 2011 at 8:00 p.m. Present <br />were committee members Orlowski, Barker and Brossard; Council President Limpert; <br />Council members Kearney, Mahoney, Schumann and Williamson; Mayor Kennedy; <br />Safety/Service Director Ritenauer; Finance Director Copfer; Planning/Development <br />Director Wenger; Assistant Superintendent of Collection; City Engineer; Assistant City <br />Engineer; City Forester and guests. <br />• Discussed first was Resolution 2011-30 which is a Resolution authorizing the <br />Director of Public Service to advertise for bids for the award of a contract to <br />provide construction services for the replacement of a sanitary sewer line on <br />Lucydale Avenue, as detailed in the specifications on file with the Engineer, and <br />authorizing the Mayor, following approval of the Board of Control, to contract for <br />the same with the lowest and best bidder, and declaring an emergency. A 300 <br />foot section of sanitary sewer piping located between two manholes is in need of <br />replacement. The collections crew has identified severe cracking within the <br />piping which is beyond grouting or sealing the piping, and recommended there be <br />placement of the piping. One hundred thousand dollars ($100,000.00) has been <br />set aside for this repair. The Engineering Department estimate is considerably <br />less. Hopefully, the lower estimate will prevail. The committee voted 3-0 to <br />recommend approval to all of Council. <br />• The second item on the agenda began with a prepared statement read by the <br />Chairman of the Environmental Committee.
