,~-. ._ Council Minutes of 02-15-2011 "Planning and Design Commission" in order to create the position of Vice Chairman, to eliminate reference to the Clerk of Commissions acting as Secretary to the Board and to amend the notice provision for homeowners associations, as amended. Ordinance 2011-16 was introduced and placed on first reading by Mayor Kennedy. An Ordinance amending and re-establishing Chapter 137 of the Administrative Code entitled "Department of Law" in order to provide for the re-organization thereof. Ordinance 2011-17 was introduced and placed on first reading by Mayor Kennedy. An Ordinance pursuant to Article XVI of the Charter modifying Article VII, Boards and Commissions, §3 Parks and Recreation Commission of the Charter of the City of North Olmsted in order to eliminate as obsolete the now abolished position of Director of Community Life Services as a member of the Commission and further to reduce the commission membership to six (6) members as a result of the elimination. Ordinance 2011-18 was introduced and placed on first reading by Councilman Orlowski. An Ordinance amending Section 505.16 of Chapter 505 (Animals and Fowl) of the General Offenses Code, entitled "Vicious and Dangerous Animals," in order to prohibit surgical debarking and to provide for additional penalties. Ordinance 2011-19 was introduced and placed on first reading by Councilman Orlowski. An Ordinance enacting new Section 505.18 of Chapter 505 (Animals and Fowl) of the General Offenses Code, entitled "Assaulting or Harassing Police Dog or Horse or Service Dog" in order to prohibit animal abuse. Ordinance 2011-20 was introduced and placed on first reading Councilman Orlowski. An Ordinance enacting new Section 505.17 of Chapter 505 (Animals and Fowl) of the General Offenses Code, entitled "Animal Fighting Prohibited" in order to prohibit such animal abuse. Ordinance 2011-21 was introduced and placed on first reading by Councilman Barker. An Ordinance amending Chapter 755 of the Business Regulation Code of the City of North Olmsted, entitled "Secondhand Dealers" to update the regulation and licensing of such resale dealers. Resolution 2011-22 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing the Mayor to enter into a renewed agreement with Cuyahoga County Juvenile Court in connection with the Community Diversion Program to address juvenile misdemeanor and status offenders in the City of North Olmsted, and declaring an emergency. Councilman Mahoney made a motion to suspend the rule requiring three readings. The motion was seconded by Councilwoman Williamson and passed unanimously. Councilman Mahoney moved for adoption.
