Council Minutes of 03-OS-2013 <br />,,.,~ Resolution 2013-25 introduced by Mayor Kennedy was given its second reading. A <br />Resolution dispensing with the Request for Qualifications (R.F.Q.) process required to <br />obtain the services of a Plans Examiner and Back-Up Plans Examiner and authorizing the <br />Mayor to enter into a three (3) year contract with Jeffrey Grusenmeyer as Plans <br />Examiner and Nick del Giudice as Back-Up Plans Examiner. <br />Ordinance 2013-28 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance establishing the program fee for participation in the city's Juvenile Traffic <br />Intervention Program (JTIP) within the Division of Youth and Family Services, and <br />declaring an emergency. <br />Resolution 2013-29 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing and directing the Director of Planning and Development to make <br />application on behalf of the City of North Olmsted for Community Development Block <br />Grant (CDBG) Funds for the fiscal year 2013 for the Senior Center Roof Replacement <br />Project; further authorizing the Mayor to accept the grant if awarded and to execute a <br />contract with Cuyahoga County, and declaring an emergency. <br />Resolution 2013-30 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to enter into an agreement with the Ohio Director of <br />Transportation to upgrade certain barrier end terminals on state and national highway <br />routes within the City of North Olmsted, and declaring an emergency. Councilman <br />Brossard made a motion to suspend the rules requiring three readings and formal <br />committee review. The motion was seconded by Councilman Kearney and passed <br />unanimously. <br />Dennis Lambert, 25057 Carey Lane asked if there are any commitments or future <br />obligations that the city previously was not obligated to fulfill. Is the city obligated to <br />anything else besides getting the rails repaired? Gareau said the city will maintain them <br />moving forward. Lambert said the city is now obligated to maintain something that was <br />not maintained by the city in the past. He hopes this goes to committee and is discussed <br />further before it gets passed. <br />Councilman Brossard moved for adoption. The motion was seconded by Councilman <br />Kearney and passed unanimously. Resolution 2013-30 adopted. <br />Resolution 2013-31 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Director of Planning and Development to make application to <br />the Ohio Department of Transportation and the Northeast Ohio Areawide Coordinating <br />Agency, as necessary, on behalf of the City of North Olmsted, for funding for safety <br />improvements to Great Northern Boulevard; further authorizing matching funds, as <br />necessary, further authorizing the Mayor to accept funding if awarded and to execute <br />contracts, as necessary, and declaring an emergency. <br />MISCELLANEOUS BUSINESS <br /> <br />8 <br />~.r.~~ ~,,.,._ <br />_~ .. _., <br />
