Council Minutes of 12-04-2012 <br />• Discussed next was Ordinance 2012-116 which is an Ordinance amending the <br />rates of compensation for various administrative and legislative personnel for the <br />years 2012, 2013 and 2014 by providing for a two and one-half percent (2.5%) <br />retroactive pay increase in 2012 and a two percent (2%) pay increase in 2013 and <br />2014 for full-time positions; by further providing for a two percent (2%) pay <br />increase in 2013 and 2014 for part-time positions; by additionally establishing an <br />amended salary range for positions within the Division of Mayor's Court; and <br />otherwise restating, with other various minor technical corrections as shown <br />below, the compensation rates and descriptions for various administrative and <br />legislative personnel for the years 2012, 2013 and 2014, and declaring an <br />emergency, as amended. This Ordinance gives salary increases to all non- <br />bargaining personnel. The salary increases were 2.5% retroactive for the year <br />2012 and 2% for years 2013 and 2013. There were some salary range increases as <br />well. Amendments include adding the flexibility of having one or two <br />magistrates and changing the Assistant Court Clerk part-time hourly rate, and <br />part-time support personnel changes in Recreation/Springvale. Councilman <br />Barker made a motion to recommend approval. The motion was seconded by <br />Councilman Kearney, and the committee voted 3-0 to recommend approval of <br />Ordinance 2012-116 with suspension. The Administration and Council appreciate <br />the sacrifices of employees over the last few years. (The Finance Committee met <br />Tuesday, November 13, 2012 and Ordinance 2012-116 was held in committee <br />until November 27, 2013). <br />Councilman Barker made a motion to amend Ordinance 2012-116 to add the amendments <br />~ discussed in committee. The motion was seconded by Councilman Kearney and passed <br />unanimously. Ordinance 2012-116 amended. <br />• Discussed next was Ordinance 2012-120 which is an Ordinance establishing a <br />Mayor's Court Fund, after approval from the Auditor of State, as an agency fund <br />to account for the receipt of funds collected by the North Olmsted Mayor's Court, <br />and declaring an emergency, as amended. This Ordinance is required by the Ohio <br />Revised Code. The fines and fees are collected, placed in this fund and get <br />disbursed determined by the Law Dept. and software in the Clerk of Courts office. <br />The title was amended and minor additions to the body of the legislation. <br />Councilman Barker made a motion to recommend approval. The motion was <br />seconded by Councilman Schumann, and the committee voted 3-0 to recommend <br />approval of Ordinance 2012-120 with suspension of the rules. <br />Councilman Barker made a motion to amend Ordinance 2012-120.
