Council Minutes of 12-04-2012 <br />the Year and the State Department of Ohio Veterans of Foreign Wars' Police <br />Officer of the Year. <br />• The BOC approved the proposal from Medical Mutual of Ohio to provide TPA <br />services and excess insurance for the 2013 hospitalization program. The renewal <br />is up 10.5% -the national trend increase is 11%. <br />• The City and the Dispatcher's union reached an agreement. They met twice with <br />the union and they agreed to the same wage increase as the FOP with some minor <br />modifications to their labor contract. The new contract will be available at the <br />next meeting. <br />Director of Law Gareau: <br />• In the matter of Eugene Dzambasow vs. Brian Bielozer and The City of North <br />Olmsted in Federal District Court, he had the opportunity to attend a pretrial <br />conference. The trial date is set for February 19, 2013 at 9:00 a.m. The City is <br />anticipating afive-day jury trial scheduled in Youngstown commencing March <br />11, 2013. <br />• AFSCME is scheduled for negotiations to begin on Monday, December 10, 2012 <br />at 9:00 a.m. <br />Director of Finance Copfer: <br />• Today, the Board of Control approved a contract renewal with AT&T reducing <br />the number of Centrex lines for the City's phone system, which saves over <br />$45,000 over a five year period. An additional PRI line was added with another <br />company. This process concludes the phone system evaluation. She thanked <br />Nichole Smith of the IT Dept. and Donna Murphy for their help with this. <br />Councilman Barker, Chairman of the Finance Committee: <br />The Finance Committee met Tuesday, November 27, 2012 at 7:03 p.m. Present were <br />committee members Barker, Schumann and Kearney; Council members Brossard, <br />Mahoney, Orlowski and Williamson; Law Director Gareau, Finance Director Copfer and <br />Planning/Development Director Wenger. <br />• Discussed first was Resolution 2012-114 which is a Resolution dispensing with a <br />formal RFP process and authorizing the Mayor to enter into a contract with <br />Richard L. Bowen & Associates, Inc. to provide engineering consulting services <br />to the City of North Olmsted, and declaring an emergency. Bowen has been with <br />the city since 2008, and this contract is for a three-year period. The <br />Planning/Development Director requested a salary increase of $4,000/year for the <br />Engineer and a $2,000 increase for the Assistance Engineer. There have been no <br />increases since 2008, and these gentlemen put in more hours than the contract <br />reads. The contract total is around $300,000 per year. When the city had an <br />internal engineering dept, the yearly cost was over $560,000 per year with outside <br />services costing $200,000. Councilman Barker made a motion to recommend <br />approval. The motion was seconded by Councilman Schumann, and the <br />committee voted 3-0 to recommend approval of Resolution 2012-114 with <br />suspension of the rules. <br />2 <br />~n,~,~,~~... „. ~„~~~~~,. _~ . ~sm <br />
