Council Minutes of 12-04-2012 <br />expenditures for the City of North Olmsted for the year ending December 31, 2012, and <br />declaring an emergency. <br />Ordinance 2012-124 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance to make appropriations for current expenses .and other expenditures for the <br />City of North Olmsted for the year ending December 31, 2013. <br />Ordinance 2012-125 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance amending Sections 1145.01 and 1145.03 of the North Olmsted Zoning Code <br />entitled "Limited Industry -Industrial Park District" in order to permit indoor firing <br />ranges as a conditional use in such districts. <br />Resolution 2012-126 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to enter into an agreement with The Baldwin Group, <br />Inc. to acquire software for utilization in the Clerk of Court's office for the City of North <br />Olmsted Mayor's Court, and declaring an emergency. Councilman Barker made a <br />motion to suspend the rules requiring three readings and formal committee review. The <br />motion was seconded by Councilman Schumann. Roll Call: Barker, yes; Schumann, <br />yes; Kearney, yes; Williamson, yes; Orlowski, no; Brossard, yes; Mahoney, no. Rules <br />suspended 5-2. <br />Dennis Lambert, 25057 Carey Lane asked Finance Director Copfer asked what the total <br />cost of the software is. She said $14,000. Lambert asked what the limit the Mayor can <br />'"~ spend is. Copfer said $5,000 to sign a contract. Lambert said the Mayor needs a <br />~` Resolution to do this? Gareau said yes. Lambert asked if it should be a Resolution or <br />Ordinance. Gareau said the Mayor has authority to purchase things up to $25,000 but <br />when entering into a licensing agreement, it was his opinion to come before City Council. <br />Lambert said he asks Council to vote no. Gareau said to address the issue of Ordinances <br />and Resolutions, the Charter should be referenced. They are synonymous and carry the <br />same effect as the other. <br />Councilman Barker moved for adoption. The motion was seconded by Councilman <br />Schumann. Roll Call: Barker, yes; Schumann, yes; Brossard, yes; Williamson, yes; <br />Orlowski, no, Kearney, yes, Mahoney, no. Resolution 2012-126 adopted 5-2. <br />Ordinance 2012-127 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance authorizing the Mayor to purchase one rescue squad fire apparatus for the <br />North Olmsted Fire Department through the State Purchase Program; further authorizing <br />the Mayor to execute necessary contract documents; and declaring an emergency. <br />Resolution 2012-128 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to purchase for Police Department use three (3) new <br />Ford Sedan Police Interceptors and one (1) new Ford Utility Police Interceptor and <br />related equipment, all through the State Purchase Program; and further authorizing the <br />Mayor to execute all documents necessary to effectuate such purchase, and declaring an <br />emergency.
