Council Minutes of I 1-20-2012 <br />• In the matter of Eugene Dzambasow vs. The City of North Olmsted, he will attend <br />the status conference on November 28, 2012 at 2pm. <br />Director of Finance Copfer: <br />• The Munis software has been loaded into a test ID. This will go out to all Munis <br />users next week and continue to be tested. The building and permits and code <br />enforcement will have access to it and are starting the process of going through <br />the analysis. Last week they had both fixed assets and work orders analysis days <br />with Munis representatives. They are building tables and plan to roll those into <br />the live ID and move forward at the beginning of 2013. <br />• The September quarter end reports were sent late today via E-mail. <br />• On November 8, she attended the Finance Directors' meeting for Rocky River <br />Court. The Clerk of Courts presented their plan for 2013 that show reduced costs <br />to new expected level activity. They are utilizing attrition, hours reduction, <br />furloughs and layoffs. They have cut an estimated $428,000 thus far out of wages <br />and benefits and have raised court costs by $15.00 which will provide about <br />$80,000 in additional revenue. They continue to look at ways to further cut costs. <br />• RITA has analyzed House Bill 601 (uniformity of municipal income tax). They <br />are in the process of analyzing four communities in Cuyahoga County. She has <br />sent Council some information on a few items regarding this. <br />Councilman Barker, Chairman of the Finance Committee: <br />,,. The Finance Committee met Tuesday, November 13, 2012 at 7:10 p.m. Present were <br />committee members Barker, Schumann and Kearney; Council President Limpert; Council <br />members Brossard, Mahoney, Orlowski and Williamson; Finance Director Copfer and <br />Human Resources Director Farver. <br />• Discussed first was Ordinance 2012-110 which is an Ordinance to make and <br />transfer appropriations for current expenses and other expenditures for the City of <br />North Olmsted for the year ending December 31, 2012, and declaring an <br />emergency. This will place money in various areas for the newly created Mayor's <br />Court and other items in general (work paper attached). Councilman Barker made <br />a motion to recommend approval of Ordinance 2012-110 with suspension and <br />amendments. The motion was seconded by Councilman Schumann and the <br />committee voted 3-0 to recommend approval of Ordinance 2012-110 with <br />suspension and amendments. <br />Councilman Barker made a motion to amend Ordinance 2012-110. The motion was <br />seconded by Councilman Kearney and passed unanimously. Ordinance 2012-110 <br />amended. <br />• Discussed next was Ordinance 2012-113 which is an Ordinance to revise the <br />Codified Ordinances by adopting current replacement pages, and declaring an <br />emergency. This is a yearly update with Conway Greene with an approximate <br />cost of $10,000. Councilman Barker made a motion to recommend approval of <br />Ordinance 2012-113.
