Council Minutes of 11-20-2012 <br />began in 1988, they have donated over $200,000.00 to help local children with <br />neuromuscular diseases within the city. <br />Jackie Becker, 5065 Berkshire, Director of Healthcare Services for the Muscular <br />Dystrophy Association said she has worked with the North Olmsted Fire Dept. on a <br />variety of events through the years. They are a wonderful group of people to work with, <br />as well as their families who volunteer large amounts of time for the Muscular Dystrophy <br />Association. <br />Carl Schanz, 6140 W. 130tH Street, Brook Park reminded everyone that the Fire Dept's <br />Coats for Kids Collection will be taking place after Thanksgiving through December 15tH <br />Jeff Sturgeon, 3092 W. 231St Street asked if the city is paying $11,000 just to post the <br />Ordinances on the Internet and if that's all that they're doing. Councilman Barker said <br />the cost is $10,000 and asked Council Clerk Gallo to explain. Gallo explained that in <br />addition to hosting the Codifed Ordinances on the City's website, the $10,000 includes <br />editing costs, replacement page costs for over 20 ordinance books, replacement pages for <br />traffic and general offenses for the Police Dept., replacement pages for the Building and <br />Zoning Codes for the Building Dept., cd's and making sure statutory changes at the State <br />and Federal levels are incorporated into our Ordinances. <br />Theodore Keller, 6751 Cypress Drive referenced 2009-91 which he claimed was never <br />tabled. This Ordinance was introduced to increase the speed limit on the Crocker-Stearns <br />'"°' extension from 35mph to 45mph. Under the ORC, it's a minimum of 45mph for an <br />~"` expressway. Council Clerk Gallo asked Keller if he said that was never tabled. Keller <br />said the minutes state that Councilman Barker made a motion to table several items but <br />nothing after that. Gallo said she believes that was tabled, and she provided Keller with <br />that Ordinance and meeting minutes that indicate that 2009-91 was tabled. Keller stated <br />that the speed limit is currently 35mph and it should be 45mph according to the ORC. <br />Councilman Mahoney asked Keller if he is indicating it should be 45mph or is 45mph by <br />a different agency. Keller said under Ohio Revised Code and ODOT specifications, it <br />should be a minimum of 45mph. Gareau said he will discuss this with the Safety <br />Director and City Engineer. Councilman Barker said there was a discussion in committee <br />about changing the speed limit before the Crocker-Stearns extension opened, and it was <br />the feeling of Council at that time to leave it at 35mph because they weren't sure what <br />Westlake was going to do yet. This was back in 2009. Keller said North Olmsted is <br />ticketing people at 35mph which is against ORC. <br />LEGISLATION <br />Ordinance 2012-110 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2012, and <br />declaring an emergency, as amended.
