Council Minutes of 11-07-2012 -, Ordinance 2012-110 was introduced and placed on first reading by Mayor Kennedy. An Ordinance to make and transfer appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2012, and declaring an emergency. Resolution 2012-111 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing the Mayor to enter into a renewed agreement with Cuyahoga County Juvenile Court for the year 2013 in connection with the Community Diversion Program to address juvenile misdemeanor and status offenders in the City of North Olmsted, and declaring an emergency. Councilwoman Mahoney made a motion to suspend the rules requiring three readings and formal committee review. The motion was seconded by Councilwoman Williamson and passed unanimously. An Ordinance authorizing declarations of official intent under U.S. Treasury regulations with respect to reimbursements from Note and Bond proceeds of temporary advances made for payments prior to issuance, and related matters; and declaring an emergency. An Ordinance to revise the Codified Ordinances by adopting current replacement pages, and declaring an emergency. Resolution 2012-114 was introduced and placed on first reading by Mayor Kennedy. A Resolution dispensing with a formal RFP process and authorizing the Mayor to enter into a contract with Richard L. Bowen & Associates, Inc. to provide engineering consulting services to the City of North Olmsted, and declaring an emergency. Resolution 2012-115 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing the Director of Public Service to advertise for bids for the award of a contract to install a new roof on Building 15 at the Waste Water Treatment Plant, as detailed in the specifications on file in the Service Department, and authorizing the Mayor, following approval of the Board of Control, to contract for the same with the lowest and best bidder, and declaring and emergency. Councilman Schumann made a motion to suspend the rule requiring three readings and formal committee review. The motion was seconded by Councilman Barker and passed unanimously.
