Council Minutes of 10-02-2012 <br />This Ordinance was amended to reflect his concern. The committee voted 3-0 to <br />recommend approval of Ordinance 2012-82 with the amendment. <br />Councilwoman Williamson made a motion to amend Ordinance 2012-82 to include the <br />modifications discussed in committee and as written in the current version of this <br />Ordinance. The motion was seconded by Councilman Schumann and passed <br />unanimously. Ordinance 2012-82 amended. <br />AUDIENCE PARTICIPATION <br />Denise Boling, 24390 North Oxford Oval felt that she needed to attend the Council <br />meeting tonight to express her views on Ordinance 2012-82. She has had no wildlife in <br />her yard except for birds until approximately 6 years ago when Rosewood Estates in <br />Westlake cleared acres of land, reducing habitat for the deer. She does not feed the deer <br />in order to get a closer look at them, and has no intention of domesticating them. Her <br />actions were motivated by compassion. When she saw deer in her backyard for the first <br />time 6 years ago feeding on her shrubs, etc., she sprayed her yard with repellent. She <br />also reasoned that if they have a full stomach, they won't be coming in her yard to eat. <br />As a consequence, they no longer eat in her neighbor's yard either. She does not <br />disrespect the law and has no intention of being disobedient. Rather, this is a proactive <br />approach to take care of something she has no control over. She cannot prevent these <br />animals from coming into the neighborhood. They are there because they no longer have <br />a place to live. She is against the reasoning that goes into this Ordinance. Councilman <br />Mahoney said he appreciates her comments and did consider the aspect of feeding of <br />deer. But, one could point out that you are being more humane to the deer by not luring <br />them into residential neighborhoods. If you allow residents to feed deer, they will cut <br />across streets and may get exposed to traffic accidents. You can actually put the deer at <br />risk, and they can cause traffic accidents. <br />LEGISLATION <br />Resolution 2012-74 introduced by Mayor Kennedy was given its third reading. A <br />Resolution approving the Solid Waste Management Plan as adopted by the Cuyahoga <br />County Solid Waste Management Board, and declaring an emergency. Councilman <br />Schumann moved for adoption. The motion was seconded by Councilman Kearney and <br />passed unanimously. Resolution 2012-74 adopted. <br />Ordinance 2012-77 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance amending and re-establishing Chapter 928 of the Streets, Utilities and Public <br />Services Code entitled "Post Construction Storm Management Regulations" in order to <br />implement new standards for storm water collection and management within the City of <br />North Olmsted. Councilman Brossard moved for adoption. The motion was seconded by <br />Councilman Orlowski and passed unanimously. Ordinance 2012-77 adopted. <br />Ordinance 2012-76 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance amending and re-establishing Chapter 927 of the Streets, Utilities and Public <br />Services Code entitled "Storm Water Management and Urban Pollution Abatement <br />4 <br />
