Council Minutes of 10-02-2012 <br />Systems" in order to implement new standards for storm water collection and <br />management within the City of North Olmsted, as amended. <br />Ordinance 2012-80 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance amending and re-establishing Sections 1301, 1303, 1305, 1307 and 1309 of <br />Chapter Thirteen of the Codified Ordinances of the City of North Olmsted entitled "Ohio <br />Building Code" in order to update Building Code standards, and declaring an <br />emergency. Councilman Mahoney made a motion to suspend the rule requiring three <br />readings. The motion was seconded by Councilman Kearney and passed unanimously. <br />Councilman Mahoney moved for adoption. The motion was seconded by Councilman. <br />Kearney and passed unanimously. Ordinance 2012-80 adopted. <br />Resolution 2012-81 introduced by Mayor Kennedy was given its second reading. A <br />Resolution authorizing the Mayor, on behalf of the City of North Olmsted, to enter into a <br />municipal agency agreement with the Cuyahoga County Land Reutilization Corporation, <br />and declaring an emergency. <br />Ordinance 2012-82 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance amending Section 505.15 of Chapter 505 of the General Offenses Code <br />entitled "Animals and Fowl", in order to prohibit the feeding of wild animals in the city, <br />and declaring an emergency, as amended. Councilman Mahoney made a motion to <br />suspend the rule requiring three readings. The motion was seconded by Councilman <br />Schumann and passed unanimously. Councilman Schumann commented that he had <br />some reservations imposing a criminal penalty for feeding deer. He also noted the <br />Cleveland Metroparks is recommended this action should take place. When you feed <br />these deer, an artificial environment is created causing deer to reproduce faster and more. <br />So, you will have more deer and they will starve during the winter. <br />Dennis Lambert, 25057 Carey Lane commented that he read over the Ordinance and <br />noted the safety factor seems to be predominant in the whereas clauses. Does the city <br />have any future legislation perhaps proposed by Councilman Mahoney or anyone else to <br />regulate the sexual habits of the deer? Councilman Mahoney said he has no comment in <br />regards to the comments Lambert just made as they warrant none. <br />Councilman Mahoney moved for adoption. The motion was seconded by Councilman <br />Schumann and passed unanimously. Councilman Barker commented that he appreciated <br />Ms. Boling's comments. Unfortunately, there are not a lot of residents with the <br />compassion or the idea that she has as far as spraying the yards. If more people were <br />responsible like that, there wouldn't be such a large problem with the deer. Ordinance <br />2012-82 adopted. <br />Resolution 2012-84 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to advertise for bids for the transportation and disposal <br />of bio-solids from the Wastewater Treatment Plant and, subject to approval by the Board <br />of Control, authorizing the Mayor to enter into an agreement, and declaring an <br />emergency. Councilman Schumann made a motion to suspend the rules requiring three <br />readings and formal committee review. The motion was seconded by Councilman Barker <br />5 <br />
