Council Minutes of 10-02-2012 <br />and passed unanimously. Councilman Schumann moved for adoption. The motion was <br />~""' seconded by Councilman Barker and passed unanimously. Resolution 2012-84 adopted. <br />Resolution 2012-85 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution directing the Auditor of Cuyahoga County to pay to the City of North <br />Olmsted, Ohio, during the year 2013, all money due and owing said city from any <br />collection source. Councilman Barker made a motion to suspend the rules requiring three <br />readings and formal committee review. The motion was seconded by Councilman <br />Schumann and passed unanimously. Councilman Barker moved for adoption. The <br />motion was seconded by Councilman Schumann and passed unanimously. Resolution <br />2012-85 adopted. <br />Ordinance 2012-86 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2012, and <br />declaring an emergency. Councilman Barker made a motion to suspend the rules <br />requiring three readings and formal committee review. The motion was seconded by <br />Councilman Schumann. Roll Call: Barker, yes; Schumann, yes; Brossard, yes; <br />Mahoney, no with comment. A certain component of this transfer ordinance has to do <br />with security cameras and the purchase of security equipment. I would rather have that <br />reviewed in committee. Thank you. Roll Call continued: Orlowski, yes; Williamson, <br />yes; Kearney, yes. Suspension passes 6-1. <br />Dennis Lambert, 25057 Carey Lane said that it's early for this Ordinance. Usually this is <br />an indication that the city is running short on money based on past appropriations for the <br />city to tied the city over until the end of the year. Doesn't this usually happen in <br />November? Copfer said this is a transfer ordinance that the city does throughout the year <br />when they need to adjust the budget. In this case, they are moving money from one area <br />to fill needs in others that have arisen. This is not the final one. Lambert said he is in <br />support of cameras in facilities like city hall; an absolute must. It's very responsible of <br />the Service Director to foresee possible problems and he commends him on that. <br />Councilman Barker moved for adoption. The motion was seconded by Councilman <br />Kearney. Roll Call: Barker, yes; Kearney, yes; Schumann, yes; Mahoney, no; <br />Williamson, yes; Orlowski, yes; Brossard, yes. Ordinance 2012-86 adopted 6-l. <br />Resolution 2012-87 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor, on behalf of the City of North Olmsted, to enter into <br />an agreement with the City of Bedford Heights to provide jail facilities for misdemeanant <br />prisoners, and declaring an emergency. Councilwoman Williamson made a motion to <br />suspend the rules requiring three readings and formal committee review. The motion was <br />seconded by Councilman Kearney and passed unanimously. Councilwoman Williamson <br />moved for adoption. The motion was seconded by Councilman Kearney and passed <br />unanimously.
