Council Minutes of 09-04-12 <br />~,~, Resources Director has been organizing and scheduling for other negotiations for <br />dispatch, service, clerical tech, and the IAFF. <br />• The Law Dept. has been working on a shared facilities agreement with the North <br />Olmsted City Schools. The agreement sets forth rights and responsibilities <br />towards each other with respect to the facilities that we each use. <br />• In May, he had mentioned about registered sex offenders living in North Olmsted. <br />There was one particular address the city was inquiring about. There were <br />altogether six registered sex offenders in violation of North Olmsted's Code. He <br />sent notice this past week to all six of those individuals that they were to bring <br />themselves into compliance; that they could no longer live within 2,000 feet of <br />schools and daycare centers. Several of them have immediately left already. If <br />any of them fail to comply, the city has the ability to bring criminal charges <br />against them. He will bring an action against them in Common Pleas Court to <br />have them removed from that location. <br />Director of Finance Copfer: <br />• Michael Gareau, Pete DiFranco, WWTP Asst Superintendents and John Larson <br />met to discuss the contract review of agreements with Fairview and the County to <br />determine potential changes needed other than just the financial aspect of the <br />plant improvements. They discussed the level of flow both regularly and during <br />storm events, and the City Engineer will be analyzing the data that has been <br />collected. Also, consideration of the JEDD with the county as relevant to contract <br />concerns was discussed. A follow-up meeting is scheduled so that they can then <br />compile concerns for changes to the contracts. <br />• The Cleveland Division of Water, though they promised to display the sewer rate <br />so that residents and users could easily calculate their bills, didn't achieve it on <br />this latest round of bills that went out. She knows this would eliminate over half <br />of the calls that come into her office. Again she reiterated the need for this, and <br />they have assured us it will be on next time. <br />• Local Government funding for 2013 has been calculated by the County and State. <br />As suspected, it will be less than 2012. It will be a projected decrease of <br />$240,643. Note that because of the State's fiscal year ending being June 30~', <br />2013 is the first full calendar year of the 50% reduction. <br />• June financial summary and detail statements were to be sent out to Council today <br />via email. She has one item she is still reviewing, but the quarterly financial <br />review should be sent out in the next day or so. If you would like to ask her any <br />questions please call or email her. If council would desire this be discussed at a <br />finance committee meeting, she would be happy to do so. <br />• The Administration is meeting tomorrow with Bond Counsel and investment <br />bankers to consider a bond issue before year end, if it still makes financial sense. <br />If they do, they will be borrowing what they would normally borrow at the <br />beginning of next year for capital at that time. <br />Councilman Barker, Chairman of the Finance Committee: <br />2 <br /> <br />
