Council Minutes of 09-04-12 Councilman Kearney made a motion to suspend the rule requiring three readings. The ~~ motion was seconded by Councilman Brossard and passed unanimously. Resolution 2012-71 introduced by Mayor Kennedy was given its second reading. A Resolution authorizing the Mayor, on behalf of the City of North Olmsted, to enter into an agreement with St. Brendan Parish granting the latter permission to place banners on poles located in the city right-of--way, and declaring an emergency. Ordinance 2012-72 introduced by Mayor Kennedy was given its second reading. An Ordinance declaring improvements to certain parcels of real property to be a public purpose, describing the public improvements to be made to directly benefit such parcels, requiring the owners of the improvements on such parcels to make service payments in lieu of taxes, and establishing a municipal public improvement tax increment equivalent fund for the deposit of such service payments, all pursuant to Ohio Revised Code Sections 5709.40, 5709.42 and 5709.43, and declaring an emergency. ;, Ordinance 2012-73 was introduced and placed on first reading by Mayor Kennedy. An Ordinance to make and transfer appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2012, and declaring an emergency. Resolution 20.12-74 was introduced and placed on first reading by Mayor Kennedy. A Resolution approving the Solid Waste Management Plan as adopted by the Cuyahoga County Solid Waste Management Board, and declaring an emergency. Ordinance 2012-75 was introduced and placed on first reading by Mayor Kennedy. An Ordinance authorizing the Director of Human Resources to solicit proposals for the personal services of a Third-Party Administrator (TPA) to process health insurance claims and to purchase excess insurance coverage for the city health care and hospitalization plans for 2013, and further authorizing the Mayor, subject to approval of the Board of Control, to enter into a contract for said services and said insurance coverage, and declaring an emergency. Ordinance 2012-76 was introduced and placed on first reading by Mayor Kennedy. An Ordinance amending and re-establishing Chapter 927 of the Streets, Utilities and Public Services Code entitled "Storm Water Management and Urban Pollution Abatement Systems" in order to implement new standards for storm water collection and management within the City of North Olmsted. 9
