Council Minutes of 06-19-12 Councilman Kearney, Chairman of the Recreation, Public Parks & Buildings Committee: ~. The Rec Committee met Tuesday, June 19, 2012 at 7:20 p.m. Present were committee members Kearney, Brossard and Orlowski; Council President Limpert; Council members Barker, Mahoney, and Schumann; Mayor Kennedy, Law Director Gareau and guests. • Discussed was Resolution 2012-56 which is a a Resolution authorizing the Mayor to implement a design build selection process for the award of a contract to design and install improvements to the Recreation Center fire alarm system, and authorizing the Mayor, following approval of the Board of Control, to contract for the same with the successful applicant, and declaring an emergency. The committee voted 3-0 to recommend approval of Resolution 2012-56. Councilwoman Williamson, Chairman of the Public Safety, Health & Welfare Committee: The Public Safety Committee met Tuesday, June 12, 2012 at 6:47 p.m. Present were committee members Williamson, Mahoney and Schumann; Council President Limpert; Council members Barker, and Orlowski; Mayor Kennedy and guests. Discussed was Ordinance 2012-49 which is an Ordinance amending the Traffic Control File to provide for the placement of a "Yield Here to Pedestrians" sign located near the intersection of Country Club Boulevard and Victoria Lane in the City of North Olmsted and declaring an emergency. The committee voted 3-0 to recommend approval of Ordinance 2012-49. Councilman Barker took a moment of personal privilege to extend his appreciation to his colleagues, Administration, residents and friends who expressed their sympathies to him and his wife for the loss of his mother-in-law. AUDIENCE PARTICIPATION Dennis Lambert, 25057 Carey Lane read a letter into the minutes: Recommendation for an Ordinance establishing Accounting Procedures for a North Olmsted Mayor's Court. It is recommended that a North Olmsted Mayor's Court have a dedicated accounting procedure separated of all other municipal accounting for funds and expenditures. The purpose is to establish the North Olmsted Mayor's Court as an autonomous self funded operation and to further restrict and manage surpluses of revenue by ordinance. The following receivable funds are sug eg sted: Accounts Receivable Court Fines: By ordinance, court fines collected will be restricted for the routine operation of the Court. This shall include but is not limited to office supplies, wages, benefits, a percentage use of City Hall facilities, maintenance, and utilities, and other similar routine occurrences as established by ordinance. Further, surpluses occurring thereafter will be earmarked for Public Safety. 4
