Gareau asked Lambert if he negotiated <br />`` on behalf of the union for the post office and Lambert replied that he did. Gareau asked <br />Lambert how the post office is doing today. Lambert said they had a thing called <br />employee involvement and quality of work life. He was not in a position to make <br />contracts for a group of people unless the union president said it was alright. This <br />worked for the post office, General Motors, etc. Lambert thinks there is some type of <br />vested interest in hiring Johnson. Copfer stated that the government had to bail General <br />Motors and all of these other places out. The federal government will not bail the city of <br />North Olmsted out, and that is a fact. Gareau assured everyone that the people involved <br />in ~ negotiations have ~ondilctec~ themselves in good faith from both sides of the <br />negotiation table at all times. Gareau said that Lambert suggested that something should <br />have been worked out. Unless somebody has violated the confidences that are required <br />within the negotiation process, Lambert should have absolutely no idea what the issues <br />are that are confronting the city and union in the negotiation process. <br />LEGISLATION <br />Ordinance 2012-41 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance abolishing Chapter 169 of the Administrative Code of the City of North <br />Olmsted entitled "Litter Control and Recycling Advisory Council." <br />- Ordinance 2012-42 was introduced and placed on first reading by Mayor Kennedy. An <br />~~ Ordinance amending Section 917.99 entitled "Penalty" of Chapter 917 entitled <br />"Industrial Pretreatment" of the Streets, Utilities and Public Services Code in order to <br />eliminate affirmative defenses to treatment violations. <br />Ordinance 2012-43 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance dispensing with an RFP process and authorizing the Mayor to enter into a <br />contract with Gary C. Johnson & Associates, LLC providing for the latter to continue to <br />serve as the city's labor negotiator, and declaring an emergency. Councilman Barker <br />made a motion to suspend the rules requiring three readings and formal committee <br />review. The motion was seconded by Councilman Schumann and passed unanimously. <br />Councilman Barker moved for adoption. The motion was seconded by Councilman <br />Schumann. Roll Call: Barker, yes; Schumann, yes; Orlowski, no; Mahoney, yes with <br />comment. He voted no previously because he thought the RFP process would have been <br />the right way to go. Now, we are in a situation where we don't have an agreement with <br />any our unions and we are stuck in a situation where we still need a labor negotiator. Roll <br />Call continued: Brossard, yes; Williamson yes with comment. I would have to agree <br />with Mr. Mahoney. I am behind the Administration on this. We can't change players in <br />the middle of the game. Roll Call continued: Kearney, no.
