Council Minutes of OS-O1-2012 <br />Police. The city utilized the RFP process previously to select Mr. Johnson's law <br />firm to negotiate the contract. Pursuant to 4117.10 of the ORC, the Mayor is <br />designated as the individual in charge of appointing the labor negotiator. Mayor <br />Kennedy designated Mr. Johnson in that capacity and negotiations commenced. <br />Regrettably, the city has been unable to reach an agreement with the FOP and the <br />process is heading towards Fact Finding. The Administration respectfully <br />requests Council's assistance in this sensitive process. <br />• There are 24 cases in the Law Dept. for property maintenance prosecution. They <br />are hoping to see a resolution of these cases soon as more cases will continue to <br />be forwarded to the Law Dept. <br />• The City of North Olmsted has been named as a defendant in matter of Bank of <br />America vs. Sutter which is a foreclosure of property. <br />• He was notified of a sexual predator that resides on Country Club Blvd. The Law <br />Dept. in conjunction with Safety Director Thomas are looking to see if that <br />individual is within the prohibited 2,000 lineal foot distance from St. Richard <br />Elementary school. If the individual is, the city will take immediate action to <br />make sure he is in compliance with the Code. <br />Director of Finance Copfer: <br />• The Note for the $2.8 million were sold on April 10, 2012. The interest rate was <br />.659% The interest costs that includes the fees is .705%. The city is paying about <br />$16,000 interest on borrowing nearly $2.9 million dollars. <br />Councilman Barker took a moment of personal privilege to announce that the next <br />NOCCA meeting is Thursday, May 17, 2012 at Brookpark Recreation Center. <br />Councilman Mahoney reminded everyone that there was a BZD meeting held on April <br />24, 2012 at 7:00 p.m. to discuss Ordinances 2012-36 through 2012-39 (Property <br />Maintenance Initiative). All of the legislation was held in committee, and the BZD <br />Committee will meet again on May 8, 2012 to revisit the Ordinances and place them on <br />the Council agenda of May 15, 2012. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane suggested previously that there is a better way for the <br />city to conduct negotiations instead of hiring Gary Johnson. The city has paid a bundle <br />of money to Johnson for negotiations and will pay a lot more before it's over because it <br />appears there is a good standoff going on right now. This should have been settled and <br />things should have been worked out between the police department and city and between <br />the fire department and the city. That is usually done across the table when people sit in <br />good faith and just talk about things. It was done at his level when he worked for the <br />"~` postal service.
