MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MARCH 7, 2012 <br />Present: President of Council Limpert; Council Members Barker, Brossard, <br />Kearney, Mahoney, Orlowski, Schumann, Williamson <br />Also Present: Mayor Kennedy, Director of Law Gareau, Clerk of Council Gallo, <br />Director of Planning and Development Wenger, Director of Safety and <br />Service Thomas, and Director of Human Resources Farver <br />Absent: Director of Finance Copfer <br />President Limpert called the meeting to order at 8:00 p.m. in Council Chambers, 5200 <br />Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />Councilman Schumann made a motion to amend the agenda to remove the Council <br />meeting minutes of February 7, 2012. The motion was seconded by Councilwoman <br />Williamson and passed unanimously. Agenda amended to remove the February 7, 2012 <br />minutes. <br />The following legislation will be considered for suspension of the rules this evening: <br />Second Reading -Ordinance 2012-10 <br />REPORTS <br />Mayor Kennedy: <br />• Last year, the city applied for the 2011 COPS Grant through the Department of <br />Justice. This grant would have paid 100% of salaries and benefits for two police <br />officers for a period of 3 years. The request was not funded, but recently the city <br />was notified by the Dept. of Justice that they received funding for the 2012 COPS <br />program and would be reconsidered. A legislative request has, been submitted to <br />Council as there have been a few changes in the funding and hiring requirements. <br />First the grant will pay 75% of each officer with maximum funding of $125,000 <br />per officer over the 3 years of the grant. All new hires need to be veterans. <br />• In May 2011, the Service Dept. began the process of changing out the traffic <br />lights throughout the city, installing LED lights. The process was finally <br />completed in December. Initial billing statements are reflecting a 36% decrease <br />in electricity charges. The January 2011 bill for traffic lights was $1,991 <br />compared to $1,268 for the same period this year. This will equate to annual <br />~_ <br />savings of $9,781. <br />
