Council Minutes of 03-07-2012
,,~,.
Director of Law Gareau:
• Each year, the Rocky River Municipal Court is required by statute to release its
annual report to the member communities. The City received it today. Gareau
shared some statistics with Council.
• Regarding the sewer case in which there are alleged damages resulting from
flooding that occurred last year, the City of North Olmsted has prepared an
answer and has filed in court.
Mayor Kennedy in the absence of Director of Finance Copfer:
• She thanks Mayor Kennedy, the Directors, Division Heads and Council for their
cooperation in helping get this year's budget through the process in a timely
fashion. The 2011 year-end financial reports were distributed today. Once the
2012 budget is passed, she will forward the January 2012 report as well.
• New rates for waste water went into effect January 1, 2012. The first bill of the
year went out in February 2012. The billing rate used by the Division of Water
was incorrect. Prior to the rates going into effect, she made it clear to the
Division of Water that she would be available to them if they had any questions
regarding the new rates. Although she was assured the changes would be
implemented without any problem, they interpreted the $20.54 debt fee on only
the first mcf. Because the bills were prorated for 2012, this shortage was not as
great as it could have been. Rather than re-billing customers now, there will be a
correction on the May 2012 bill with an explanation. The problem also impacted
the Olmsted Township customers who were included with the North Olmsted rate
changes, which means they were overbilled. These accounts have already been
re-billed at the correct rate. The Division of Water has been apologetic and
forthcoming with the city since the error occurred and brought to their attention.
The city will be meeting with them later this month to ensure the May 2012 bills
are sent correctly.
Councilman Barker, Chairman of the Finance Committee:
The Finance Committee met Saturday, February 18, 2012 at 9:00 a.m. Present were all
members of Council, Mayor Kennedy, Finance Director Copfer, Safety/Service Director
Thomas, Police Chief Gallagher, Fire Chief Klecan and the Waste Water Treatment Plant
Superintendent.
Discussed was Ordinance 2012-10 which is an Ordinance to make appropriations
for current expenses and other expenditures for the City of North Olmsted for the
year ending December 31, 2012.
The Budget meeting was held with the Mayor's opening comments followed by Safety
Service Director Thomas along with Police Chief Gallagher and Fire Chief Klecan.
