Council Minutes of 03-07-2012 <br />.~. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane addressed Ordinance 2012-17 and said nothing was <br />"etched in stone" regarding the technology yet the city is borrowing a half a million <br />dollars to increase technology. Isn't there something in place to buy the tablets? (Ipads) <br />Councilman Barker said the city is looking into purchasing a new software system and <br />update to MLINIS and computers. The Ordinance Council is passing tonight is to set the <br />money in place. A consultant will be coming in to discuss pricing on everything that was <br />discussed in 2012-17. The Finance Director and Human Resources have earmarked the <br />amount, but it doesn't mean the city will spend the amount. Council President Limpert <br />added that it's far more costly to go out for more than to just get slightly more than what <br />you need and pay the Notes down. It's a much more economical way to do it and less <br />costly. Lambert said Barker's finance report was very good, but is there any <br />improvement in replacement overtime or unscheduled absences amongst the various <br />crafts? Mayor Kennedy said this year's Fire Dept. was probably at $50,000 in overtime; <br />in years past they budgeted about $400,000. Those are improvements the city made by <br />taking back management responsibility by taking back minimum manning and making <br />sure the department is staffed correctly. <br />LEGISLATION <br />Ordinance 2012-15 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance providing for the issuance and sale of $507,000 of Notes, in anticipation of the <br />issuance of Bonds, to provide funds to pay costs of improving Aspen Drive, Bailey Road, <br />Berkshire Drive, Clareshire Drive, Deepwoods Way, Fleharty Road, Holly Drive, <br />Sawmill Circle, Spruce Drive, West Park Drive and Woodside Drive between certain <br />termini by reconstructing curbs and curb ramps and adjusting catch basins, manholes and <br />water valve and monument boxes, where necessary, preparing the surface and <br />resurfacing, together with necessary appurtenances and work incidental thereto. <br />Councilman Barker stated that he is in receipt of the Fiscal Officer's Certificate. <br />Councilman Barker moved for adoption. The motion was seconded by Councilman <br />Kearney and passed unanimously. Ordinance 2012-15 adopted. <br />Ordinance 2012-16 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance providing for the issuance and sale of $452,000 of Notes, in anticipation of the <br />issuance of Bonds, to provide funds to pay costs of acquiring fire apparatus and related <br />equipment for the City's Fire Department. Councilman Barker stated that he is in receipt <br />of the Fiscal Officer's Certificate. Councilman Barker moved for adoption. The motion <br />was seconded by Councilman Kearney and passed unanimously. Ordinance 2012-16 <br />adopted. <br />Ordinance 2012-17 introduced by Mayor Kennedy was given its third reading.
